IV. East Bank Desi <br />Review Committee <br />,r In order to achieve a high level of design and insure <br />a feeling of continuity throughout the development <br />area; an East Ban]' jesign Review Committee is hereby <br />established. The following paragraphs explain the <br />makeup and duties of that committee. <br />A. Establishment of Committee <br />An East Bank Design Review Committee of five <br />members shall be established consisting of the <br />Executive Director of the Department of Redevel- <br />opment who shall serve as Chairman of the <br />Committee, the City Engineer, the Director of <br />the St. Joseph County Area Plan Commission, the <br />1 City Building Commissioner and one member <br />appointed by the Redevelopment Commission. <br />B. Terms: Members of such committee shall serve <br />wi out pay for the duration of this Develop- <br />ment Plan. Vacancies occurring through death, <br />resignation or other causes, shall be filled <br />for the unexpired term in the same manner as <br />original appointments. <br />C. Rules: The Committee shall adopt such rules <br />and procedures as are necessary to conduct its <br />business. Among other things, such rules may <br />provide for the dates and times of meetings and <br />hearings. <br />D. Powers and Duties: The Committee shall function <br />in an advisory capacity to the Redevelopment <br />Commission. It shall review the proposals of <br />the developers from the point of view of <br />architecture, site planning, open space and other <br />applicable considerations, and for compliance <br />with the standards set forth in the Fast Bank <br />Design Guidelines. In exercising these duties <br />the Committee shall follow the procedures and <br />act within the limitations established in <br />subsequent sections. <br />E. Design Guidelines <br />The Redevelopment Commission, shall by <br />Resolution, adopt a set of Design Guidelines for <br />use by developers as they are planning their <br />project. The East Bank Design Review Committee <br />will base their recommendation to the Redevelopment <br />Commission on how well the proposals have followed <br />these guidelines. <br />-10- 10/3/80 <br />
