Councilmember Gavin Ferlic seconded this motion which carried <br /> by a voice vote of eight (8) ayes. <br /> 19-07 A RESOLUTION OF THE COMMON COUNCIL <br /> OF THE CITY OF SOUTH BEND <br /> DESIGNATING CERTAIN AREAS WITHIN THE <br /> CITY OF SOUTH BEND, INDIANA, <br /> COMMONLY KNOWN AS 2920 W SAMPLE <br /> STREET, SOUTH BEND, IN 46619 AN <br /> ECONOMIC REVITALIZATION AREA FOR <br /> PURPOSES OF A SIX(6) YEAR VACANT <br /> BUILDING TAX ABATEMENT FOR SWGS <br /> PROPERTIES, LLC <br /> 19-09 A RESOLUTION OF THE COMMON COUNCIL <br /> OF THE CITY OF SOUTH BEND <br /> DESIGNATING CERTAIN AREAS WITHIN THE <br /> CITY OF SOUTH BEND, INDIANA, <br /> COMMONLY KNOWN AS 2920 W SAMPLE <br /> STREET, SOUTH BEND, IN 46619 AN <br /> ECONOMIC REVITALIZATION AREA FOR <br /> PURPOSES OF A (6) SIX-YEAR REAL <br /> PROPERTY TAX ABATEMENT FOR SWGS <br /> PROPERTIES, LLC <br /> 19-11 A RESOLUTION OF THE COMMON COUNCIL <br /> OF THE CITY OF SOUTH BEND <br /> DESIGNATING CERTAIN AREAS WITHIN THE <br /> CITY OF SOUTH BEND, INDIANA, <br /> COMMONLY KNOWN AS 2920 W SAMPLE <br /> STREET, SOUTH BEND, INDIANA 46619 AN <br /> ECONOMIC REVITALIZATION AREA FOR <br /> PURPOSES OF A (5) FIVE-YEAR PERSONAL <br /> PROPERTY TAX ABATEMENT FOR SWGS <br /> PROPERTIES, LLC <br /> Councilmember Gavin Ferlic, chair of the Community Investment Committee, reported that they <br /> met this afternoon and, due to the lack of a quorum, send these bills forward with no <br /> recommendation. <br /> Dan Buckenmeyer, Director of Business Development for the Department of Community <br /> Investment with offices located on the 14th floor of the County-City Building, South Bend, IN, <br /> served as the presenter for these bills. Mr. Buckenmeyer stated, Thank you for hearing all three <br /> (3) of these together. I will present them as a group. SWGS Properties LLC is a landowner but a <br /> division of Grace Steel as part of a joint venture. I will be referring to them as Grace Steel and we <br /> have the petitioners here as well and they will be introduced in a moment. What we've done here <br /> is a short stack of abatements. We've done this for other petitioners in the past. We are doing this <br /> to create as much value as possible but still reasonable, as you will see when we do a little bit of <br /> looking out to what the results will be on the return on investment (referencing a presentation <br /> which is available in the City Clerk's Office). There is a vacant building tax phase-in, a real <br /> property tax phase-in and then a personal property tax phase-in on capital equipment that they will <br /> purchase at this facility. So, the facility we are looking at is 2920 West Sample Street,just west of <br /> 9 <br />
