REGULAR MEETING January 14, 2019 is a way to kind of marry those things in the record. We have opportunities to approve things like this and if we could also point the public to the things that are getting done,the things that we have done, and I think all the better. I would like to ask that these specific things we linked to, or at least at a minimum, our notes and minutes of discussion on this. The My South Bend Parks, the list of projects in those parks, and then the Diversity Inclusion Report. There are minutes of the update where Christina Brooks came before Council and gave us a very thorough update. I think that would help round out the record. This being the time heretofore set for the Public Hearing on the above bill, proponents and opponents were given an opportunity to be heard. There were none. Councilmember Gavin Ferlic made a motion to send Bill No. 68-18 to the full Council with a favorable recommendation. Councilmember Karen White seconded this motion which carried by a voice vote of nine (9) ayes. RISE AND REPORT Councilmember Jake Teshka made a motion to rise and report to full Council. Councilmember Regina Williams-Preston seconded the motion which carried by a voice vote of nine (9) ayes. REGULAR MEETING RECONVENED Be it remembered that the Common Council of the City of South Bend reconvened in the Council Chambers on the fourth floor of the County-City building at 9:13 p.m. Council President Tim Scott presided with nine(9)members present. BILLS —THIRD READING BILL NO. 59-18 THIRD READING ON AN ORDINANCE AMENDING THE ZONING ORDINANCE FOR PROPERTY LOCATED AT 1405 & 1505 EAST HOWARD STREET, COUNCILMANIC DISTRICT NO. 4 IN THE CITY OF SOUTH BEND, INDIANA Councilmember Oliver Davis made a motion to adopt Bill No. 59-18. Councilmember Regina Williams-Preston seconded this motion which carried by a roll call vote of nine(9) ayes. 61-18 THIRD READING ON AN ORDINANCE OF THE COMMON COUNCIL OF THE CITY OF SOUTH BEND, INDIANA, AMENDING CHAPTER 17 OF THE SOUTH BEND MUNICIPAL CODE TO ADD A NEW ARTICLE 14 ESTABLISHING INTERIM STORM WATER UTILITY RATES AND AMENDING CHAPTER 2, ARTICLE 14 TO CREATE A NEW FUND FOR THESE REVENUES TO BE KNOWN AS THE STORM SEWER FUND (#667) Councilmember Gavin Ferlic made a motion to adopt Bill No. 61-18. Councilmember Jo M. Broden seconded this motion which carried by a roll call vote of five (5) ayes and four (4) nays (Councilmember Sharon L. McBride, Oliver Davis, Karen White and Regina Williams-Preston). 22
