CITY OF SOUTH BEND <br />School Zone Flashing Beacons at 39 Schools Safety Improvements (Des. 1801240) <br />aik ww u� w Jl <br />The manner and style in which a project is managed, both <br />internally and externally, is the cornerstone of a successful <br />project. A strong project manager must have the technical <br />expertise to deliver the project, but must also understand <br />the community for which the project is being delivered, <br />and; have strong relationships with resource agencies, <br />MPO and INDOT that have input in a federally -funded <br />project. Mark Herald, PE meets all the above criteria. He has <br />a proven track -record of successfully delivering projects <br />on time and within budget. II5 S I�YIIIIIII'� <br />GI''tS;S III°�'O II'��IIIS IIII <br />This will enable Mark to respond with the appropriate <br />team members, to any issue "On a Moment's Notice." Mark <br />will provide electronic progress reports on a monthly or bi- <br />weekly basis as directed by City officials. These will apprise <br />City officials of past, current and future design activities <br />as well as upcoming issues to be resolved. This project will <br />stay on -track. On a project of this type, in <br />a built-up environment, a well -thought-out project <br />communication plan is a necessity. This plan will ensure <br />that the City receives information to be disseminated <br />to stakeholders, schools, property owners and the <br />community at large in a timely manner. Mark will work <br />with City officials to ensure that project information is <br />delivered in the format and frequency as needed to all <br />stakeholders. <br />p°e�I��a,illlwPIIIi!II1ltII4t;41,.,�II Powfi1U�IL1'.��"II4f��Ilroul&VI:li0L1L.AR <br />R <br />AV IP�`l t;�°� <br />Foremost among objectives will be to ensure safe and <br />effective maintenance of pedestrian and vehicular traffic <br />throughout construction. This project will take place in <br />the vicinity of schools, parks and other public facilities; <br />therefore VS will ensure that proper temporary lane <br />closures are in place. This includes advance warning signs <br />and requirements for flaggers during installations on 2-lane <br />roadways and advance warning signs in combination with a <br />flashing arrow board on any 4-lane streets. <br />Additionally, VS will ensure, through special provisions, <br />that the Contractor is aware of school start and dismissal <br />times so that safety and site security checks can be <br />completed prior to peak pedestrian and vehicular times. <br />Although installation of school zone flashers is not a <br />complex operation, safety of pedestrians and motorists <br />in high volume traffic areas around the schools will not be <br />taken for granted as all applicable maintenance of traffic <br />standards will be designed. <br />I':��nlll S1G1"14 °u Il Illµl°III Ui 1! <br />Developing a well thought out design schedule, and <br />maintaining that schedule is key to the successful delivery <br />of any project. This is key for a federal -aid project where <br />various components (other than design) drive the schedule <br />of the project. In the case of the school zone flasher <br />and RRFB installation projects, one must account for <br />the environmental process, utility coordination process <br />and, if required, land acquisition. We understand this <br />project has FY 2020 which requires the latest bid letting <br />to be in March 2020. Given our experience with school <br />zone flasher design and in particular the environmental <br />requirements, we will coordinate early and plan <br />accordingly to meet all requisite funding milestones. We <br />will facilitate discussions with MPO/INDOT and regulatory <br />agencies to keep this project on track. We will surpass the <br />schedule. <br />wa`A CO3 II 14'C`T 1 1,„1 & SIIl,"CEY <br />The VS Team has already reviewed the existing site. <br />Mark has visited several of the school locations and has <br />reviewed the location map provided by the City to become <br />personally familiar with potential installation locations. <br />Although a full topographic survey will not be required, VS <br />survey and right-of-way staff will review property records <br />to ensure that valid right of way is available. <br />t.l a II1,II' 'Y 04, Il"I' IID1II1,1iA'"II IPO1'1111 <br />The VS Team is highly experienced in INDOT's "new <br />paradigm" for utility coordination, having served as <br />utility coordinator for major INDOT and LPA projects <br />including segments of the 1-69 Extension from Indianapolis <br />to Evansville, $13.2M Dupont Road widening and <br />reconstruction in Fort Wayne and many others across <br />Indiana. VS understands that the intent is not to relocate <br />utilities as part of the school zone flasher installation <br />project. <br />The VS Team includes certified INDOT utility coordinator, <br />Ben Bruss. Ben's experience with 3D utility modeling and <br />"in -contract" utility relocation procedures will make the <br />utility coordination and relocation process as seamless as <br />possible while protecting the City's interests and keeping <br />the project on schedule. We will work with all utilities to <br />ensure that avoidance is practiced as much as possible. <br />Although typically a concrete foundation is used as a base <br />for school zone flasher installations, we have utilized an <br />auger type base to reduce the footprint to avoid utility <br />conflicts. <br />PROJECT UNDERSTANDING & APPROACH a 4 <br />
