Attachment A <br />TASK ORDER 05 <br />CSO LTCP PHASE 1 POST CONSTRUCTION WATER <br />QUALITY MONITORING PROGRAM DEVELOPMENT <br />This Task Order is made this thek day of , 2018, by and between the Board of Public <br />Works, City of South Bend, Indiana ("CLIENT") and Stantec Consulting Services Inc. <br />("CONSULTANT") pursuant to the terms and conditions set forth in the Master Services Agreement <br />executed between the parties on the 11 th day of April, 2017, ("Agreement"), which incorporated this <br />Task Order by reference. <br />1. The CONSULTANT Job Number for this Task Order i s The <br />CONSULTANT Contract Number and Job Number shall be referenced in each invoice submitted itt ed by <br />CONSULTANT to CLIENT under this Task Order. <br />CLIENT is conducting a program of Phase 1 Post Construction Monitoring as required under its <br />current Consent Decree for combined sewer overflow (CSO) management. Appendix A: Section 2 of <br />the City's CSO Long-term Control Plan (LTCP) referenced in the Consent Decree requires that during <br />each precipitation event that occurs during the 12-month post -construction monitoring period <br />following completion of the Phase 1 CSO Collection System Controls, CLIENT shall collect, at a <br />minimum, the following data: <br />15-minute rainfall data for each event; <br />CSO discharge volumes, frequency, and duration at each CSO outfall; and <br />Water quality samples from the St. Joseph River at predefined frequencies and locations. <br />The purpose of this Task Order is for the CONSULTANT to review the data gathered in this post <br />construction monitoring program and write a report interpreting the trends in data observed, the report <br />will be the Phase 1 Post Construction Monitoring Report. <br />CONSULTANT will receive water related data from CLIENT. The following parameters will be <br />provided. <br />• Location of sample <br />• Date of sample <br />• Time of sample collection <br />• E. coli concentration <br />• Dissolved oxygen concentration <br />• Total suspended solids concentration <br />• Sample temperature <br />• Weather and other comments will also be provided <br />• Others if necessary <br />Five years worth of data, spanning the period before completion of the Long-term control plan Phase 1 <br />to the end of the 2019 recreational water season will be provided and the parties will agree on the <br />timeframe within those years to be used. <br />CLIENT will also provide to CONSULTANT rainfall and CSO activation data, including duration, and <br />volume data. <br />
