The original preliminary engineering contract did not include Appraisal Problem Analysis (APA) <br />services pending the completion of the alignment assessment phase and discussions regarding <br />ownership of the rail corridor with Norfolk Southern Railroad. Now that the project has been <br />designed through Stage 2 and a determination of which parcels are needed for the development <br />of the project, APA's are necessary to determine the extent of each acquisition and the appraisal <br />approach to be utilized by the appraiser. Phase I has 29 parcels of which 7 parcels are within <br />the limits of Norfolk and Southern property. Phase II has 24 parcels. <br />The per parcel cost of the APA's is determined from the current Real Estate Services Fee <br />Schedule, as found on INDOT's website. <br />The following is a summary of the supplemental fees for this item: <br />Description Parcels Unit Price Supplemental Fee <br />A.3.d Appraisal Problem Analysis ....... 53..................$235 ............................................. $12,455 <br />
