Mr. Devin Stettler <br />CEC Proposal 161-618 — Phase II ESA <br />Page 3 <br />March 16, 2018 <br />during the Phase I ESA, and preparation of the INDOT-approved site -specific Work Plan <br />spreadsheet, which summarized our findings of each potential concern in relation to the Project <br />Area and provided reasoning for proposed sampling activities. Copies of the INDOT-approved <br />Work Plan spreadsheet and the accompanying map showing the proposed soil boring locations are <br />attached. <br />3.2 Task 2 — Limited Phase II ESA <br />To assess subsurface conditions at the Project Area via implementation of the INDOT-approved <br />Work Plan, the following Phase II ESA activities are proposed: <br />• CEC will advise INDOT of the proposed field schedule at least one week in advance of <br />mobilizing to the site to initiate sampling. <br />• CEC will mobilize to the site prior to beginning the invasive activities to mark the proposed <br />boring locations for utility clearance purposes. <br />• CEC will contact the Indiana Underground Plant Protection Service (IUPPS) to locate <br />underground utilities prior to performing invasive activities. If deemed necessary, a third - <br />party underground utility in the public ROW locating firm can be subcontracted by CEC <br />for an additional fee to screen the proposed boring locations for possible private subgrade <br />utilities. CEC assumes no liability for damage to private utilities at the site. <br />• A site specific Health and Safety Plan will be prepared. <br />• A pre -qualified subcontractor will be retained to advance the borings at the site under the <br />direction of CEC. <br />• CEC has proposed a total of 14 soil borings to characterize the soils at the Project Area. <br />The proposed locations and spacing of the borings are based on the finalized INDOT- <br />approved Work Plan prepared as part of Task 1 and are illustrated on the attached figure. <br />Based on CEC's understanding of the proposed project construction disturbances, the <br />borings will be advanced to depths ranging from five to eight feet below ground surface <br />(bgs). <br />o CEC will provide a qualified environmental professional to conduct the field screening and <br />sampling, including observation and documentation of the field conditions. <br />Sampling equipment, including the direct -push rig, the sampling tools, and other down - <br />hole equipment will be decontaminated prior to arrival on -site and prior to each soil boring <br />advancement. The sampling tools in direct contact with environmental media will be <br />washed in laboratory -grade detergent and rinsed with distilled water before and between <br />sampling intervals. Disposable sampling materials will be used while handling soil <br />samples. New, disposable plastic liners will be used in the soil sampler for each sample <br />interval. <br />Civil & Environmental Consultants, Inc. <br />
