CITY OF SOUTH BEND COST STUDY- PHASE 2 1 <br />R B A ik\j'3 PROJECT: OF • <br />BEND COST STUDYPhase <br />This analysis will assist policy makers, city staff and the community of South Bend in <br />understanding the role development patterns play in the cost of infrastructure cost and <br />its relationship to city finances. This project will present and compare an updated 2018 <br />Revenue Model (Property Taxes and Fees) with a Cost Model (to include: Streets, <br />Bridges, Utilities, Stormwater, and Sewer). <br />Phase 1 of this analysis included creating a Value Per Acre Model for South Bend, <br />including an analysis of the pipe development over time. This was accomplished in 2015. <br />Phase 2 will build upon Phase 1, as Urban3 staff works collaboratively with South Bend <br />staff to create the Cost Model. <br />Phase 3, not included here, will encompass additional work looking at generalized costs <br />in St. Joseph's County (contingent on receiving necessary data), storyboarding all the <br />graphics created, conducting final processing of the model, packaging the data for <br />staff's future use, updating the Storymap with the final cost analysis, and final <br />presentations of the analysis on site by Mr. Minicozzi. <br />Task 1: Data Discovery, Research and Data Correction <br />A. Update Revenue Model <br />Urban3 will begin the project by working with South Bend staff to augment the <br />revenue model and add elements to create a holistic picture of the City's <br />financial health. Also, Urban3 will update the existing 2015-2016 revenue model <br />with 2018 data. <br />B. Fiscal Research <br />Next, Urban3 will work with City staff to gain a true understanding of the fiscal <br />functionality of South Bend. Specifically, Urban3 will examine the sources and <br />uses for city finances and catalogue the mechanisms that fund local services, <br />infrastructure, and capital projects. <br />Significant time will be spent understanding the budget and how specific <br />revenue sources are collected and allocated. This includes research from reports, <br />documents, and data and interviewing staff. Staff interviews can be held via <br />phone or video conference conference and questions provided beforehand may <br />include: How are capital projects funded? How does debt and debt service come <br />into play? Are there existing projects or documents that outline service and <br />infrastructure costs? <br />
