Background: <br />Since the commissioning of the real time monitoring component in 2008, South Bend has <br />made a series of improvements to their RT-DSS in a continued effort to reduce overflows <br />and improve water quality in the St. Joseph River. The City has continued to enhance the <br />Real Time Control to further reduce CSO discharges, provide support to operations and <br />maintenance, and aid with compliance requirements. EmNet has continued to explore <br />where additional, minimally invasive work could be performed to provide additional <br />capacity and throughput to continue the overflow mitigation effort, alongside other tasks <br />that will enhance prediction and control accuracy. <br />The system has begun making deep impacts on the overall cost of the Long Term Control <br />Plan (LTCP). Further strategic work affords the opportunity to continue to chip away at <br />overflow volumes and demonstrate the City is making continued efforts to mitigate CSO's <br />to Region 5 of the EPA. <br />Figure 1: South Bend's BLU-X Dashboard and Hydrograph <br />e net 121 S.
