<br />Subject: Review and Evaluation of Bids for the 117-132 South Bend Wastewater Treatment
<br />Plant Electrical Improvements project.
<br />Sealed bids for Project No. 117-132, City of South Bend Wastewater Treatment Plant Electrical
<br />Improvements, were received and opened at 9:30 a.m. on November 27, 2018, in a meeting of the
<br />City of South Bend Board of Works (BOW) in its Meeting Room, 13th floor, 1308 County -City
<br />Building. Bids were received from three bidders.
<br />Base bids submitted by the three bidders were $6,147,000, $6,750,000, and $7,730,770. The
<br />Engineer's opinion of probable construction cost for the base bid was $6,096,000. A tabulation of
<br />bids received from the three bidders is presented below. The apparent low bidder for the project is
<br />Martell Electric, LLC of South Bend, Indiana.

<br />The City provided Black & Veatch the submitted bid packages for evaluation. All bidders have
<br />acknowledged having contractor certification in the State of Indiana, bonding capacity, and
<br />experience to complete the project. Where provided, proposed subcontractors and suppliers
<br />appear to be qualified to perform their proposed work. All other documents required to be
<br />submitted with the bid appear to be satisfactory and in compliance with the Bidding Documents,
<br />less the following items noted during review:
<br />1) "Write-in" values on the "Part I Bid Form" requiring the sum of Total Base Bid plus
<br />Alternates shown on the Proposal for Martell Electric and J. Ranck Electric only include Base
<br />Bid Item No. 1 and not the base bid plus alternates.
<br />2) "Write-in" value on the "Part I Bid Form" for date of plans and specifications prepared by
<br />Black & Veatch Corporation for Martell Electric incorrectly entered as the bid due date
<br />"11/13/2018" and not "10/17/18."
<br />3) "Write-in" value on the "Bid/Proposal" for Contractor Name for J. Ranck Electric is blank.
<br />4) "Write-in" values on the "Bid/Proposal" for Unit Price for Sweney Electric are blank.
