City Engineer <br />3113 Riverside Drive <br />South Bend, IN 46628 <br />Subject: Bid Review and Certification Letter / Airport Annexation Area Sanitary Sewer Extension/#117-108 <br />Dear Mr. Klosinski, <br />We have reviewed the bid documents submitted by four Contractors — Woodruff & Sons, HRP Construction Inc., <br />Indiana Earth and Selge Construction Company to City. All the three Contractors with the exception of Woodruff <br />& Sons provided the appropriate documents required by the City. Woodruff & Sons submitted the original bid <br />form instead of the revised bid form provided in Addendum No. 1. As a result, we have treated Woodruff s <br />submission as having a serious flaw and considered it as unresponsive. Amongst the other three bidders, HRP <br />Construction, Inc. provided the lowest, responsive and responsible bid and we recommend City to award the <br />project to HRP. <br />Please find enclosed bid comparison sheet and other details tabulated for your information and review. <br />A&Z thanks the City for the opportunity to assist on this project.
