( A t <br /> RESOLUTION <br /> Bill No. 12- <br /> A RESOLUTION OF THE COMMON COUNCIL OF THE CITY OF SOUTH BEND,INDIANA, <br /> REQUESTING THAT DISCUSSIONS BE INITIATED WITH THE SOUTH BEND <br /> REDEVELOPMENT COMMISSION ON POTENTIALLY ADDING A PORTION OF LINCOLNWAY <br /> WEST TO THE AIRPORT ECONOMIC DEVELOPMENT AREA <br /> in 1990, the Airport Economic (Blackthorn) Development Area (AEDA) was <br /> established which is composed of 5,281 acres and includes immediate access to the South Bend <br /> Regional Airport, the Indiana Toll Road and the U.S. 31 Bypass also known as the St. Joseph Valley <br /> Parkway; and <br /> 4" in 2007, the AEDA was expanded to include the former Sample Ewing Development <br /> Area which consists of 2,349 acres and was originally created in 1993 when the Studebaker Corridor <br /> and the Rum Village Industrial Park were consolidated; and <br /> GX" in 2007, the AEDA was finther expanded to include the industrial areas between the <br /> original Blackthorn area and the Sample Ewing Development Area plus portions of areas in the West <br /> Washington Development Area and parts just west of the WWDA which together consisted of 333 <br /> acres bounded by Western Avenue, Olive Street, Washington Street, Chestnut and Cherry Streets; and <br /> GXA9;tw boundary changes may be made to Economic Development Areas, and require an <br /> amendment to the Plan for the area by the Redevelopment Commission and must also be approved by <br /> the Area Plan Commission and the Common Council; and <br /> 6%" in June of 1999, a "Lincoln Way West Commercial Corridor Revitalization Action <br /> Plan"was published with this 41-page document setting forth the following goal; <br /> "To establish Lincolnway West as an attractive entrance to Downtown South Bend <br /> that also provides neighborhood commercial nodes that satisfy the convenience, <br /> services, and employment needs of nearby residents and commuters" [as well as] <br /> to satisfy.the stated national goal of`smart growth' by providing redevelopment <br /> sites that avoid the detrimental affects of sprawl". The Common Council of the City of South Bend, Indiana, believes that despite the <br /> efforts made under the 1999 Lincoln Way West Commercial Corridor Revitalization Action Plan, that <br /> the City of South Bend needs to re-dedicate its efforts to improving this main western entrance to <br /> Downtown South Bend, Indiana. <br /> i <br />
