RUSZKOWSKI, CHIEF OF POLICE <br />Board of Public Works <br />City of South Bend, Indiana <br />Honorable Board Members, <br />Date: Nov. 16", 2018 <br />The South Bend Police Department is requesting Board approval for the purchase of 240 <br />Axon Enterprise, Inc. model X2 Tasers. The Taser model currently used by the South Bend <br />Police Department, the X26, is at its end of life. Axon has stopped marketing, selling, and <br />maintaining the X26 Taser. <br />A Taser is a hand held, electro-muscular disruption device that can incapacitate a person <br />through the application of electrical current. The Axon Taser is an essential device carried by <br />all. officers of the South Bend Police Department. Tasers are used by officers to temporarily <br />incapacitate violent or combative persons during arrest. The Taser is the primary intermediate <br />use of force device for the South Bend Police Department. <br />If approved, the new X2 Tasers would be purchased under Axon's TASER 60 five-year <br />contract plan. The Tasers would be delivered at the start of the contract plan. The plan also <br />includes warranty, replacement duty & training cartridges, and batteries for the 5-year term. <br />The initial payment in 2019 would be $86,108.00. The total amount of the purchase over the <br />5-year period would be $525,788.00. The funding source for the new Tasers would be the <br />Continuing Education Fund, account #220-8126-421.22-24.
