PUBLIC WORKS & PROPERTY VACATION <br />APRIL 23, 2012 <br />Committee Members Present: <br />David Varner, Gavin Ferlic, Valerie Schey, Oliver Davis <br />Other Council: <br />Tim Scott, Dr. Ferlic, Karen White, Derek Dieter <br />Citizen Member: <br />Vacant <br />Others Present: <br />Bill Schalliol, Pat Crowley, Mike Danch, Mark Neal, Sheri Miller- Story, Don Inks, <br />Gary Gilot <br />Agenda: Bill No. 03 -12 Vacation United Dr. /Prairie Avenue <br />Bill No. 11 -12 Vacation Alley — Howard Street <br />Intro -City Engineer — Mike Mecham <br />Chairperson Dr. David Varner with a full quorum present opened the Public <br />Works & Property Vacation hearing with consideration of Bill No. 03 -12. This bill <br />would vacate a portion of United Drive (Prairie Avenue) from the railroad <br />overpass south to Scott St. The bill was initiated by the City Economic <br />Development Department and presented by Bill Schalliol. In his presentation Bill <br />submitted four supporting items. (Attached) The items included a traffic pattern <br />diagram of the area, letters of support from the Police and Fire Chiefs and a <br />Memorandum of Understanding between the City and Union Station Properties <br />addressing mutual development concerns affected by the vacation. This seemed <br />to re- assure the Council that President Dieter's public safety response concerns <br />brought up at an earlier meeting were adequately addressed. <br />With that motions to forward favorably were made by Oliver Davis and Valerie <br />Schey and affirmed by all. <br />The next agenda item Bill No. 11 -12 was a vacation request initiated by Notre <br />Dame with the support of the City. It came to Council with Ok's from all City <br />departments and support from the Area Plan Commission. Bill Schalliol made <br />the presentation using a diagram of the area (attachment filed in the City Clerk's <br />Office) saying the purpose was to allow the future development or residential lots <br />in the neighborhood bordering the university. After brief discussion, <br />Councilmember Oliver Davis moved for a favorable recommendation. <br />Councilmember Valerie Schey seconded and all affirmed. <br />
