REGULAR MEETING MARCH 26, 2012 <br /> <br /> <br /> <br /> <br />RESOLVE INTO THE COMMITTEE OF THE WHOLE <br />At 7:16 p.m. Councilmember Henry Davis made a motion to resolve into the Committee <br />of the Whole. Councilmember Varner seconded the motion which carried by a voice <br />vote of nine (9) ayes. Councilmember Oliver Davis, Vice-President, presiding. <br /> <br />Committee of the Whole------- March 26, 2012 <br /> <br />This is the portion of the Council Meeting where the Council sits as a committee. <br /> <br />Proposed ordinances will be read by title only by City Clerk John Voorde. The <br />Chairperson or Vice-Chairperson of the Council Standing Committee to which the <br />proposed ordinance was sent, will then give the Committee’s advisory recommendation. <br /> <br />If the proposed ordinance is a zoning ordinance, a report from a staff member of Area <br />Plan will be given. In all other situations, the formal presentation on the proposed <br />ordinance will immediately follow the Committee report. The formal presentation shall <br />be untimed. If there are any “preliminary questions”, Council Members may ask <br />questions of the presenter. <br /> <br />The public hearing portion then begins. This is the portion of the meeting where persons <br />who wish to speak will be timed. Those individuals speaking in favor must give their <br />name and address and are limited to speak for up to 5 minutes per person. Comments <br />must be germane to the Bill under consideration. Please complete the sign-in sheet after <br />you have spoken so that your name and address will be referenced correctly in the <br />minutes. <br /> <br />If there is a formal presenter(s) in opposition, that portions shall be untimed. Any person <br />wishing to speak in opposition must give their name and address and will be limited to <br />speak for up to 5 minutes. Remonstrators shall be given a total amount of time equal to <br />those speaking in favor or 30 minutes, whichever is greater. Comments must be germane <br />to the Bill under consideration. Please complete the sign-in sheet after you have spoken <br />so that your name and address will be referenced correctly in the minutes. <br /> <br />The formal presenter will then be given a 5 minute rebuttal period if any one spoke in <br />opposition to address questions and/or concerns raised. <br /> <br />Immediately thereafter, the Council portion begins where the Council may ask questions <br />and make motions for the Bills dispositions. <br /> <br />We ask that everyone turn their cell phones and other electronic devices to their silent <br />mode. No one is allowed to approach the Council beyond the railing.
