EXHIBIT B <br />Project Concept <br />Monroe Circle Community Center ( "MC3 ") proposes to acquire and rehabilitate and modify the <br />former Harmon Glass property located at 502 W Western Avenue. MC3, a 501 c3 Not For Profit <br />entity of Entermission Inc. and serving the South Bend community, has a general mission is "to <br />encourage and help each person discover their worth for the purpose of developing a vibrant, <br />safe and strong community with strong families." The framework for the center's activities is <br />expressed by the acronym VALUE — V- vocational, A -art expression, L- leadership and spiritual <br />development, U- unique heath & wellness, and E- education empowerment. <br />MC3's plans for the Harmon glass site focus on the Vocational component of its mission and <br />consist of multiple phases of development and use of the structure and site. The development <br />plan includes the renovation of the existing building to serve as "Carpenter's Hands" center of <br />operations to mobilize the community at -large to volunteer and /or donate for various community <br />construction projects while mentoring and teaching basic trade skills to community residents. <br />The site would be landscaped and a new parking area would be developed on -site to serve not <br />only this use but also the larger MC3 site. A future phase of the project includes an addition on <br />the southern side of the building to allow for additional program and storage space. <br />A copy of the project plans are attached as part of Exhibit B. <br />The timeline for the completion of the Development Plan is twenty -four (24) months. <br />IV <br />
