CITY OF SOUTH BEND <br />..F <br />School Zone Flashing Beacons at 39 Schools Safety Improvements (Des. 1801240) <br />NMI <br />VS understands the critical system components and <br />design implications that go hand -in -hand during successful <br />installation of school zone and pedestrian crossing <br />flashers. Project Supervisor Nikki Graham, El will review <br />the design plans and work with the contractor to make <br />certain the following items are properly addressed: <br />►► School zone flasher assemblies are placed no less than <br />200 feet in advance of the nearest school property <br />line or school crossing. <br />►► Locations of the school zone flasher assemblies will <br />be adjusted as necessary for line of sight issues in <br />the field and to ensure minimal impact to adjacent <br />property owners (placement of flashers near <br />property lines versus directly in front of residences or <br />immediately adjacent to driveways). <br />/► Any concerns of residents near flasher installations are <br />properly addressed prior to foundations being set. <br />►► Modems are installed on all new setups as desired <br />by the City of South Bend to allow for remote <br />programming of time sets for flashers. <br />►► Flasher timing programs are installed with beacons <br />operating properly during appropriate time periods <br />determined by each individual school. <br />►► Each school zone flasher assembly includes two <br />beacons that are properly aligned with direction of <br />travel. <br />In the event that any concerns arise with the items <br />above, VS inspection staff will notify all applicable parties <br />immediately. VS will work with City Officials, INDOT Staff <br />and the Contractor to resolve potential issues before they <br />have a chance to impact construction schedules. <br />dw.-i"/'I't. iiil�0 1�)S <br />The most important stakeholders are the school <br />communities that the school zone flasher systems will <br />help protect. VS inspection staff will maintain constant <br />communication between all parties to ensure that: <br />Contractor is aware of upcoming school schedules, <br />including off days and special events. <br />►► School Officials are aware of upcoming construction <br />sequencing, including sidewalk and lane closures as <br />warranted. <br />►► School Officials are aware of how many Construction <br />personnel will be on -site during a given day and where <br />they will be working. <br />Communication between the Project Supervisor, <br />contractor, school officials and the public will be vital to <br />this project. Constant communication between the Project <br />Supervisor and City staff will serve to improve the public's <br />knowledge of the construction activity. The primary <br />method of communicating the construction activities <br />will be through regular progress meetings between <br />the project supervisor, contractor and City staff. These <br />progress meetings will allow the contractor to state the <br />construction schedule, address any recent concerns, and <br />to give input where needed. Progress meetings also allow <br />City officials to give their input based on their intimate <br />knowledge and local experience. <br />PROJECT UNDERSTANDING & APPROACH • 6 <br />
