REGULAR MEETING FEBRUARY 27, 2012 <br /> <br /> <br /> <br /> <br />BILL NO. 05-12 FIRST READING ON A BILL OF THE <br />COMMON COUNCIL OF THE CITY OF SOUTH <br />BEND, INDIANA, APPROPRIATING $5,200.00 <br />FROM THE GIFT, DONATION AND BEQUEST <br />FUND (NO. 217) IN 2012 FOR THE DESIGN, <br />PRODUCTION AND INSTALLATION OF <br />WAYFINDING BICYCLE SIGNS <br /> <br />Councilmember Varner made a motion to refer this bill to the Public Works and Property <br />Vacation Committee and set it for Public Hearing and Third Reading on March 12, 2012. <br />Councilmember Gavin Ferlic seconded the motion which carried by a voice vote of seven <br />(7) ayes. <br /> <br /> <br />UNFINISHED BUSINESS <br /> <br />REPORTS FROM AREA PLAN COMMISSION <br /> <br />BILL NO. 82-11 AN ORDINANC EOF THE COMMON COUNCIL <br />OF THE CITY OF SOUTH BEND, INDIANA, <br />ANNEXING TO AND BRINGING WITHIN THE <br />CITY LIMITS OF SOUTH BEND, INDIANA, <br />AND AMENDING THE ZONING ORDIANCE <br />FOR PROPERTY LCOATED IN CLAY <br />TOWNSHIP, CONTIGOUS THEREWITH; <br />COUNCILMANIC DISTRICT 4 NAME OF <br />PETITOIN: ALIBABA CAFÉ INC. COMMON <br />ADDRESS 17917 SR 23, SOUTH BEND, IN <br />46635 <br /> <br />Councilmember Varner made a motion to refer this bill to the Zoning & Annexation <br />Committee and set it for Public Hearing and Second Reading on March 26, 2012 and <br />Third Reading on April 9, 2012. Councilmember Scott seconded the motion which <br />carried by a voice vote of seven (7) ayes. <br /> <br /> <br />NEW BUSINESS <br />Councilmember Henry Davis, Jr., thanked City Clerk John Voorde and his staff for all <br />their help in welcoming Mayor Michael P. Pembleton, Jr. of Sunflower, Mississippi to <br />South Bend. He stated that they toured South Bend’s successful housing programs and <br />discussed ways for Mayor Pembleton to improve Sunflower’s housing opportunities. <br /> <br />Councilmember Henry Davis, Jr., asked for a letter to be sent to the St. Joseph County <br />Commissioner’s on the deplorable conditions of the Council Chambers. He stated that <br />the carpet and seating for the public is dirty and just looks bad. He stated that the City <br />pays the County rent for space in the building and the County should update the facility. <br /> <br />Councilmember Oliver Davis stated that the TRANSPO website is up and running. He <br />stated that you can log on and check to see if your bus is running on time.
