REGULAR MEETING FEBRUARY 13, 2012 <br /> <br /> <br /> <br />Bend Redevelopment Commission with the Office of the City Clerk, no later than the end <br />of the first quarter of each year.” <br /> <br />Councilmember Karen White, Chairperson, Personnel and Finance Committee, reported <br />that this committee held a Public Hearing on this bill this afternoon and sends it to the <br />full Council with a favorable recommendation. <br /> <br />th <br />Mark Neal, City Controller, 12 Floor County-City Building, 227 W. Jefferson Blvd., <br />South Bend, Indiana, made the presentation for this bill. <br /> <br />Mr. Neal advised that effective January 1, 2009, the City of South Bend, Indiana and the <br />City of South Bend Redevelopment Commission entered into a Certified Technology <br />Park Agreement with the Indiana Economic Development Corporation. Mr. Neal stated <br />that each redevelopment commission with a certified technology park is required by I.C. <br />36-7-32-23 to establish a separate certified technology park fund (“CTP Fund”) to receive <br />property tax proceeds, state gross retail and use taxes, and other revenue. Money <br />deposited in the CTP Fund may be used for the acquisition, improvement, construction <br />and maintain of public facilities, debt service and other permitted uses under I.C. 36-7- <br />32-23 in connection with a certified technology park. Mr. Neal stated to accomplish this; <br />it is in the best interest of the City of South Bend to establish a City of South Bend <br />Certified Technology Park Fund #439. Fund #439 will be a capital project fund for <br />financial reporting purposes and will earn interest on outstanding cash balances. Fund <br />#439 will be subject to annual appropriation by the City of South Bend Redevelopment <br />Commission. <br /> <br />This being the time heretofore set for the Public Hearing on the above bill, proponents <br />and opponents were given the opportunity to be heard. <br /> <br />There being no one present wishing to speak to the Council either in favor of or in <br />opposition to this bill, Councilmember Varner made a motion for favorable <br />recommendation to full Council concerning this bill as amended. Councilmember Dieter <br />seconded the motion which carried by a voice vote of nine (9) ayes. <br /> <br />Councilmember Henry Davis stated that he would like to work together with <br />Representative Dvorak to help him get some new legislation passed down state dealing <br />with nanotechnology. He stated that he believes it would be very beneficial for the City <br />of South Bend to show Rep. Dvorak support for his legislation.
