REGULAR MEETING October 8, 2018 <br /> suggestion moving forward but what I really wanted to say is that while I appreciate my colleagues <br /> and their trust that my wife's employment with the City would not affect my opinions on this, I <br /> am going to recuse myself on this vote. <br /> Councilmember Jo M. Broden stated, I just want to comment, it seems we are back in the same <br /> position we were last year when we were considering this ordinance in that we had voiced these <br /> concerns about the compression but we are at a place that is nowhere different. So if our concern <br /> is high and it goes back multiple years, how can we move this in a direction, if we all feel it is <br /> strongly needed, where we get a different proposal? <br /> Councilmember Tim Scott asked, Councilmember White,you did send out an email in early spring <br /> that did ask to look at the parameters and to give any input on doing the salaries differently. I <br /> believe you didn't receive any comments from Council. So if it is truly what we want to do, then <br /> we have to take that ball and run with it. We are not in the eleventh(11th)hour,we are in the tenth <br /> (10th) hour. I'm fine with having those discussions. If we want to do, let's do it. It's up to us to do <br /> that. <br /> Councilmember Jo M. Broden interjected, I disagree. When this is an issue two (2)years in a row, <br /> yeah we should comment, hit us over the head, but, let's be purposeful. Let's meet. It has been a <br /> priority. We have articulated it in the past and we are here again doing the same thing. I will <br /> respond to a proposal that gets us somewhere differently in the future. If it is a priority then let's <br /> calendar it and let's get it done in the context of our Personnel and Finance Committee. We can <br /> help drive that discussion and invite those proposals. <br /> Councilmember Oliver Davis stated, I don't mind leading out a resolution to start that and the <br /> contents of that resolution,I will work with our attorney and everyone else. But I will tell you what <br /> the contents will be, I think we need to go back to those notes and start from there. Let's take those <br /> notes. I will put that on my list of things to do and for those who would like to work with me on <br /> that, we will send it over to Personnel and Finance and we'll roll. I'm good with that this year. <br /> Councilmember Gavin Ferlic made a motion to adopt Substitute Bill No. 51-18. Councilmember <br /> Oliver Davis seconded this motion which carried by a roll call vote of eight (8) ayes <br /> (Councilmember Jake Teshka recused himself from the vote). <br /> Councilmember Karen White stated, I will put in writing a summary of the budget process but I <br /> first (1St) want to acknowledge every individual from the Administration, Jennifer, the Council <br /> Members, the City Clerk's Office and our Attorney for all the hard work to ensure we go to this <br /> point. As it was stated earlier on, the budget is an ongoing process and as we continue to discuss, <br /> debate and make adjustments,the end result will be that we have a stronger budget. So I appreciate <br /> each and every one of you. Secondly, if you have any feedback, concerns or recommendations, <br /> please get those to me. That will be part of the final report I will be submitting to the Council as <br /> well as share with the Administration. I would like to acknowledge our citizens. Not all are here <br /> but some have been with us from day one (1). I appreciate their questions and their love for the <br /> budget process and their level of making sure that we have members from the public as part of the <br /> public hearing process. Again, my goal is to try to expand the level of citizen engagement and <br /> education. As we begin to look at public process, that is why they call it public. I know Sue isn't <br /> here, I don't see Jim Bognar, I know that we've had Jesse and Sharon Banicki and maybe one (1) <br /> or two (2) others. I think we have to recognize their commitment to being here and for staying the <br /> course. I wish them well and some of them have indicated that they thought we weren't listening, <br /> but we were.
