REGULAR MEETING October 8, 2018 <br /> BENEFITS OF SWORN MEMBERS OF THE <br /> SOUTH BEND FIRE DEPARTMENT FOR <br /> CALENDAR YEAR 2019 <br /> Councilmember Karen White, chair of the Personnel and Finance Committee, reported that they <br /> met this afternoon and send this bill forward with a favorable recommendation. <br /> Jen Hockenhull, City Controller for the City of South Bend with offices located on the 12th floor <br /> of the County-City Building, South Bend, IN, served as the presenter for this bill. Ms. Hockenhull <br /> stated, Good evening. The ordinance before you relates to our Fire Department's sworn members. <br /> It is reaffirming the agreement made on October 23rd, 2017. There are no changes from last year. <br /> This being the time heretofore set for the Public Hearing on the above bill, proponents and <br /> opponents were given an opportunity to be heard. <br /> None from the public wished to speak in favor of or opposition to this bill. <br /> Councilmember Tim Scott made a motion to send Bill No. 50-18 to the full Council with a <br /> favorable recommendation. Councilmember John Voorde seconded this motion which carried by <br /> a voice vote of nine (9) ayes. <br /> 51-18 PUBLIC HEARING ON AN ORDINANCE <br /> FIXING MAXIMUM SALARIES AND WAGES <br /> OF APPOINTED OFFICERS AND NON- <br /> BARGAINING EMPLOYEES OF THE CITY OF <br /> SOUTH BEND, INDIANA, FOR THE <br /> CALENDAR YEAR 2019 <br /> Councilmember Tim Scott made a motion to accept the Substitute version of Bill No. 51-18. <br /> Councilmember Jo M.Broden seconded this motion which carried by a voice vote of nine(9)ayes. <br /> Councilmember Jake Teshka stated, As a matter of transparency, and in consultation with our <br /> Attorney, I would like the Council to know that my wife works for the City in VPA. I would ask <br /> that the Council take a vote on whether or not they see this as a substantial conflict. <br /> Councilmember Gavin Ferlic stated, I do not see it as a substantial conflict, however I don't see <br /> any harm in recusing yourself from the vote. I would not object to you recusing yourself from the <br /> vote. <br /> Councilmember Tim Scott made a motion that Councilmember Jake Teshka does not have a direct <br /> conflict in voting on Substitute Bill No. 51-18. Councilmember Karen White seconded this motion <br /> which carried by a voice vote of six(6) ayes and two (2)nay(Councilmembers Jo M. Ms. Hockenhull <br /> stated, Good evening. The reason this is a substitute bill is because we added the position of Chief <br /> Code Inspector. Council has received copies of the job description. It relates to a position that <br /> would oversee all the code inspectors to free up the time of the Director and Deputy Director. This <br /> is not a new person as it is just a new position in hopes to promote someone from within. We did <br /> meet on September 19th, 2018, at the request of Council, to discuss all new positions and salaries <br /> so we hope we've already answered all of your questions. <br /> This being the time heretofore set for the Public Hearing on the above bill, proponents and <br /> opponents were given an opportunity to be heard. <br /> None from the public wished to speak in favor of or opposition to this bill. <br /> Councilmember Tim Scott made a motion to send Substitute Bill No. 51-18 to the full Council with <br /> a favorable recommendation.
