REGULAR MEETING <br />DECEMBER 10, 2007 <br />Councilmember Dieter made a motion to continue this bill until the January 14, 2008 <br />meeting of the Council at the request of the Petitioner. Councilmember Varner seconded <br />the motion which carried by a voice vote of nine (9) ayes. <br />BILL NO. 78-07 PUBLIC HEARING ON A BILL OF THE <br />COMMON COUNCIL OF THE CITY OF SOUTH <br />BEND, INDIANA, TRANSFERRING MONIES <br />FROM VARIOUS ACCOUNTS TO VARIOUS <br />ACCOUNTS WITHIN DEPARTMENTS WITHIN <br />THE VARIOUS FUNDS OF THE CITY OF <br />SOUTH BEND, INDIANA, FOR THE YEAR 2007 <br />Councilmember Pfeifer, Chairperson, Personnel & Finance Committee, reported that this <br />committee held a Public Hearing on this bill this afternoon and voted to send it to the full <br />Council with a favorable recommendation. <br />Mr. John Murphy, Assistant/Acting City Controller, 12th Floor County-City Building, <br />227 W. Jefferson Blvd. South Bend, Indiana, made the presentation for this bill. <br />Mr. Murphy advised that this substitute bill would allow for the transfer of necessary <br />dollars to cover any shortfalls in major categories within the various City funds. He <br />noted that unforeseen conditions have developed since the adoption of the existing <br />budgets which necessitates the transfer of monies to certain accounts of various <br />departments from adequate surpluses which are available and not presently needed within <br />other accounts within the same departments. <br />This being the time heretofore set for Public Hearing on the above bill, proponents and <br />opponents were given an opportunity to be heard. <br />There being no one present wishing to speak to the Council either in favor of or in <br />opposition to this bill, Councilmember Pfeifer made a motion for favorable <br />recommendation to full Council concerning this bill as substituted. Councilmember <br />Dieter seconded the motion which carried by a voice vote of nine (9) ayes. <br />BILL NO. 79-07 PUBLIC HEARING ON A BILL OF THE <br />COMMON COUNCIL OF THE CITY OF SOUTH <br />BEND, INDIANA, INCREASING <br />APPROPRIATIONS AND DECREASING <br />APPROPRIATIONS WITHIN THE VARIOUS <br />DEPARTMENTS WITHIN THE VARIOUS <br />FUNDS OF THE CITY OF SOUTH BEND, <br />INDIANA, FOR THE YEAR 2007 <br />Councilmember Pfeifer, Chairperson, Personnel & Finance Committee, reported that this <br />committee held a Public Hearing on this bill this afternoon and voted to send it to the full <br />Council with a favorable recommendation. <br />Mr. John Murphy, Assistant/Acting City Controller, 12th Floor County-City Building, <br />227 W. The <br />substitute bill is necessary because additional budget transfer have been received from the <br />Engineering Department, Century Center, and the Fire Department. The major categories <br />include personnel, supplies, services, and capital. Depending on the fund, additional <br />appropriations have been covered from either an excess balance in account or by cash <br />9 <br />
