We don't have to do that all right here but it's just the fact that I would like to <br /> see some more of the zoning issues. Let's have a discussion of the nine (9) members. Right now, <br /> none of us can really sit here and say what the State Law is. Everybody here is supposed to be the <br /> Zoning Committee and our attorney can sit there and say these are what the nine (9) members are <br /> and this is what State Law says and we know that. Especially when it's put in the paper this is <br /> where we are with that.That is all I'm saying for this issue and the same time with the parks. There <br /> are a lot of things that are being said. The City is doing this, the City is doing this and the City is <br /> doing this, and yet,we are catching up. <br /> Dr. Mueller stated, (referencing a slide in a presentation which is available in the City Clerk's <br /> Office) So that is the State law there at the bottom. <br /> Committee Chair Davis replied, That's fine. That is good. And so that is why we have to sit back <br /> and look at those kinds of things from that standpoint. <br /> Dr. Mueller stated, We will answer any questions, we'll come to any Committee meetings, we'll <br /> do a resolution if you would like to do that. I'm just trying to tell you that our understanding of the <br /> process was that there won't be a lot of moving pieces in the actual ordinance. We really wanted <br /> to get the bandwidth of the staff ensured through the transition.That is why we did it.We apologize <br /> if there was any issue. <br /> Committee Chair Davis replied, I appreciate it.No problem. I'm at peace. <br /> Councilmember Teshka stated, Thank you, Dr. Mueller, for clearing some of that stuff up and for <br /> this information. I think this is important. So,say the budget moves forward as is and Council finds <br /> this appropriate, is the plan for DCI to hire staff to get them up to speed right away and then <br /> establish it later on? Is that what you are saying the plan is? <br /> Dr. Mueller replied,The plan would be to try to,in the beginning of the year,hire staff up and then <br /> really go over the implementation details with Area Plan to ensure a smooth transition. We've <br /> punted on full discussions on exact timelines and exact processes and handing over data and all <br /> that stuff until we have a signal of support from Council. <br /> Councilmember Teshka followed up, So you're front-loading on the budget so you hit the ground <br /> running? So if we are to pass this ordinance, that would put us out as soon as it's adopted and <br /> signed by the Mayor? <br /> Dr. Mueller replied, Right. We could put an implementation date in that but we don't even have <br /> that nailed down yet. We are aiming for the second half of next year. <br /> Committee Chair Davis interjected,An ordinance can, in my opinion, it depends on how that is all <br /> written out from our legal standpoint. That ordinance would not necessarily be a negative thing to <br /> have done first (Is)l. Even more so than an ordinance from that standpoint is even to have had the <br /> discussion placed on our agenda. I will make sure we have that. These kinds of things, and I saw <br /> that with some of the other things last year, to have these things first (1'r) discussed in a budget <br /> meeting without coming to Committees, to me, is not good.
