®CITY OF SOUTH BEND I OFFICE OF THE CLERK
And then this is the view looking to the west. Here is the site plan showing the expansion of the
parking lot. South one hundred and twenty (120) feet of the east two (2) lots will remain SF-One
(1), Single-Family and Two (2)-Family.
Councilmember Karen White arrived at the meeting at 5:32 p.m.
Bryan Wynen, 1820 South Bend Avenue, stated, Our business has grown over time and we would
like to expand the parking. As you saw by the pictures,we are going to maintain the front view so
it will look residential still. We will be using shielding and fencing that is further back to keep the
view of the cars in the back. We think this will be a great compliment to the needs of the
commercial space as well as the residents living there on Charles Street. We have been there thirty
(30)years now and are very familiar with all the people there and we try to be as neighborly as we
can.
Committee Chair Davis then opened the floor to questions from Committee and Council Members.
There were none. He then opened the floor to members of the public wishing to speak in favor of
or in opposition to the legislation. There were none.He then turned the floor back to the Committee
for further comment or main motion.
Committeemember Gavin Ferlic made a motion to send Bill No. 36-18 to the full Council with a
favorable recommendation. McBride arrivedg p
Angela Smith,Deputy Director of the Area Plan Commission with offices located on the 11th floor
of the County-City Building, stated, What you have before you is the revised Subdivision
Ordinance. In your packet there are actually two (2) versions. One (1) is a substitute version that
was attached to the staff report from the Area Plan Commission and we are working on getting
that clarified. This comes to you with a favorable recommendation. We worked closely with the
I
Department of Community Investment.
Michael Divita, Planner for the Department of Community Investment with offices located on the
14th floor of the County-City Building, stated, We are bringing to you some changes to the
Subdivision Ordinance, as we discussed here in Committee a couple of times back in June 2018.
Since the present Subdivision Ordinance was created in 1982, changes elsewhere in the Zoning
Ordinance for other City standards have been made to align with other City standards. Specifically,
the lot-size standards were added to the Ordinance and that took effect in 2004. The City's
floodplain regulations were revised in 2015. Those floodplain definitions now reside in those
separate floodplain regulations and are no longer necessary in the Subdivision Ordinance. The
Board of Public Works adopted new construction standards and specifications this year that govern
street and alley width and construction standards. Those standards are no longer in the Subdivision
Ordinance. The primary goal here is not to change standards as it really is just to clean up those
redundant or conflicting standards as they may make more sense elsewhere. We hope this clears
up any confusion a sub divider might have as they go through the process. We ask for your
favorable recommendation and approval and I am happy to take any questions you may have.
EXCELLENCE I ACCOUNTABILITY I INNOVATION I INCLUSION I EMPOWERMENT
455 County-City Building 1227 W.Jefferson Bvld 1 South Bend,Indiana 466011 p 574.235.92211 f 574.235.9173 ITTD 574.235.5567 lwww.southbendin.gov
2
