®CITY OF SOUTH BEND I OFFICE OF THE CLERK <br /> Committee Chair Broden interjected, These will be the last two (2) speakers. <br /> Reverend Zawitowski continued, I know we want to meet certain timelines but I think it is more <br /> important to take our time and do something right. We do need a City-wide strategy so that we can <br /> start actually dealing with the problem and not slapping something together. I know we say what <br /> we want to do and that we are going to provide services. We have a track record already with the <br /> Oliver Apartments. We were told there would be wrap-around services and there are not. Sixteen <br /> (16) hours a day, the residents that are there that are all officially designated as mentally ill are <br /> unsupervised. They don't even have a staff person there. Sixteen(16)hours a day. You have drugs <br /> being delivered to the facility and I think the Police and Fire Departments would verify that they <br /> are there almost every day. If we can't get that right, how are we going to get something like this <br /> right? Let's take our time and let's do it right. <br /> Charlotte Pfeifer, 1013 W. Washington Street, stated, I am here this evening representing <br /> 466Works.466Works is a neighborhood development corporation in that area of the near southeast <br /> side. We have built two (2) new homes there and I hope you will come by to look at them. We <br /> support all of the neighbors there, both homeowners and those who are less fortunate. A couple <br /> things haven't been said tonight. We did neighborhood meetings and some of the wounds of that <br /> neighborhood includes the fact that communities like La Porte, Elkhart and Mishawaka send their <br /> homeless people to South Bend. This neighborhood would like to see the leaders of those <br /> communities part of the planning. The other thing is that the $1.5 million may be a poor use of <br /> scarce resources to do something temporary. Maybe that money could be put to something more <br /> permanent. The other thing about the Salvation Army, what we are trying to do is part of their <br /> vision and mission and I guess I wonder if we couldn't put some pressure on the Salvation Army <br /> to allow us to use that fine building. Many years ago as a probation officer I used to send people <br /> to the Salvation Army as they had a wonderful program. Scientists are saying today that to build <br /> buildings like that is the use of sand and we are losing sand. They are really trying to promote the <br /> reuse of fine buildings like that. Lastly, part of the concern is that we wonder if there couldn't be <br /> just one (1) place where breakfast, lunch and dinner is served instead of having all these different <br /> places. <br /> With no further business, Committee Chair Broden adjourned the Health and Public Safety <br /> Committee meeting at 5:18 p.m. <br /> Respectfully Submitted, <br /> A &4"b-, <br /> Jo .
