. �°� <br /> s� � <br /> � <br /> :.` PERSONNEL AND FINANCE SEPTEMBER 19, 2011 <br /> Committee Members Present: Tom LaFountain, Chairperson; Oliver Davis <br /> Other Council Members Present: Tim Rouse <br /> Others Present: Gregg Zientara, Steven Curry, Chuck Leone, Beth <br /> Leonard, Kathleen Cekanski-Farrand; Rita Kopala; Don <br /> Inks <br /> Agenda: Bill No. 56-11 —Set Wages for Appointed and Non- <br /> Bargaining Employees <br /> This committee hearing was called to allow the City Controller Gregg Zientara the opportunity to <br /> present bill No. 56-11 for Council consideration. <br /> Chairperson LaFountain recognized Gregg Zientara who provided two handouts to guide the <br /> Council through his presentation. The city's first presentation to Council was on September 12tn <br /> It prompted a number of questions resulting in this special meeting. <br /> Before discussing the bill, Gregg reported that 10 additional licenses were being purchased from <br /> Laserfiche for document access at a cost of$3,000. The Council has asked the Controller to <br /> investigate and remedy the limited access problem brought to light by Kyle Chamberlin the citizen <br /> member of the PARC committee. Access ease would be monitored after the additional licenses <br /> were activated. <br /> Greg then used a 22 slide presentation to explain the compensation theory and implementation <br /> envisioned in Bill No. 56-11. Also present to answer any questions was Mr. Steven Curry, a <br /> consultant used to develop the proposed changes. <br /> Karen White asked about Mr. Curry's background. He responded, he has worked for five <br /> organizations in the human resources/compensation field, 3 private sector and 2 public sector. <br /> Karen then asked Gregg who developed this "vision" of compensation. Gregg said the Mayor, <br /> Gary Gilot, Chuck Leone, and Jan Hall along with himself. He said the city's HR director Jan Hall <br /> was at early meetings but not later on. <br /> Tim Rouse asked if any other cities in Indiana had taken this approach based upon merit. Gregg <br /> cited Fort Wayne as an example. <br />
