<br /> Rod Goodchild, 837 South 24th Street, South Bend,IN, stated,This is my pride and joy. He handed
<br /> in documents that are available in the City Clerk's Office. Mr. Goodchild continued, When I was
<br /> given this, it marked that we went through all the proper procedures. We asked everybody.Valerie
<br /> Schey started it. She came to me and asked what we are going to do. She was our Council Member
<br /> for the area and she said, with all of her input, Mr. Goodchild, they approved it, they approved it,
<br /> and they approved it. It started in 2013 and the first (1St) one (1) was completed for Ella Morris.
<br /> You see her there, you see the picture. My mother and her were go-getters. So after that, they
<br /> continued to tell me you work with protocol. You work with the people that you are told to,
<br /> Goodchild.Don't go here,don't go there,you do exactly what we tell you. I was assigned fourteen
<br /> (14)letters,as you will see, I went to the Mayor's Office. Countless letter to everyone else. Patrick
<br /> Sherman, twenty-four (24) correspondents because that is who I was told to go through. I am an
<br /> individual in the community that when I am told something, I'm a foot soldier. You do exactly
<br /> what you're told. It is done and completed. All we are missing is the stone. We went back in
<br /> December and they said it would be approved but they had a problem with Victor's name on it. I
<br /> said take it off but then they said it should be on it because he is an unbelievable local artist. He is
<br /> on it, it was done, communication went through and now it sits there on the trunk ready to be put
<br /> down and the question they have is who is going to pay for it and it has been totally paid for, sitting
<br /> there since May 11th, 2018. We are still trying to get new laws and new rules before it ever gets
<br /> approved. Here are the two (2) stones. He then turned in pictures of the stones and those pictures
<br /> can be found in the City Clerk's Office.
<br /> Canneth Lee, 1929 North Huey Street, South Bend, IN, stated, I'm here to address the issue, along
<br /> with my friends of the Far North West Side Neighborhood Association, of the community
<br /> development program that is going to launch home repair for the West Side of South Bend. For
<br /> the last seven (7) years, we've been working together to try to bring about improvements in the
<br /> area. We've gotten a splash pad, we do Shakespeare in the park and other community things. I am
<br /> a life-long resident. I grew up on North Elmer,lived on Olive,and now I bought a house on Huey.
<br /> I have lived in that area for forty-one (41) years. When we found out this opportunity for home
<br /> repair was happening, we were very disheartened it cuts off right at Elwood Street and doesn't
<br /> continue all the way to Lathrop Street. We have people who have lived in that area their whole
<br /> life. They are taxpayers and we are tired of being left out. We are asking to get some help and
<br /> assistance. There are people that need roofs on their house. We were told that decision about the
<br /> boundary is because we have more renters than homeowners in the area but I don't think that is a
<br /> very good answer to why we were left out of the boundary. We are asking for someone to speak
<br /> up on our behalf and help us because we have people in need. We have been working very hard to
<br /> make our neighborhood better and the work we have done should be rewarded in some way. We
<br /> just want something. I don't think it has been announced but we ask, before it is announced, that
<br /> some recommendation be made to expand those boundaries. We ask the Council to help us.
<br /> Thelma Williams, 1748 North Olive Street, South Bend, IN, stated, I have lived in that area since
<br /> 1963 and am very proud of that area. For some reason, when a house has been somewhere for
<br /> long,it deteriorates.A lot of those homes were there when I moved there. Between the older people
<br /> moving on and the younger moving in, some people just don't have the money to fix their roof.
<br /> You would be surprised at how many raccoons are tearing up these roofs. I'm telling you. And
<br /> people don't have the money. Someone came and told me it would be $11,000 to fix the roof. It is
<br /> hard to get these things done. Since I've been in the neighborhood association,we've worked hard
<br /> to try and pick up all the litter. We are trying to handle that ourselves. But we need help with the
<br /> roofs, gutters, and vacant lots. We need something to boost the people in that area. We got
<br /> sidewalks and curbs put in and the first(1St)thing people asked was who paid for it. We need some
<br /> taxpayer money in that area. I don't want to lose my people. They came toni ht to say please help
<br /> us. Last Saturday I was in the rain all day. I cooked and stayed up all night long and only got two
<br /> (2)and a half hours of sleep making food for our neighborhood association people to put a roof on
<br /> Margie's house. From Menards to everyone else volunteering their time and money. We had a
<br /> grand time. We were on a lot under a canopy that a lady volunteered to give us. We did it and we
<br /> are going to keep doing it. We will not stop and we will be back. Thank you.
<br /> Ruby Rampoldt, 222 East Oakside Street, South Bend, IN, stated, I am not as eloquent as those
<br /> that have preceded so I have prepared a little written statement. There are numerous issues about
<br /> which I have called 311. 1 would prefer to call departments directly but, of course, the calls are
