REGULAR MEETING July 23, 2018 <br /> BEND, INDIANA FOR THE USE BY THE <br /> SOUTH BEND HUMAN RIGHTS COMMISSION <br /> Councilmember Karen White, Chair of the Personnel and Finance Committee, reported that they <br /> met this afternoon and send this bill forward with a favorable recommendation. <br /> Aladean DeRose, Assistant City Attorney with offices on the 12' floor of the County-City <br /> Building, South Bend, IN, served as the presenter for this bill. Ms. DeRose stated, I am also the <br /> attorney for the South Bend Human Rights Commission. In 2012, the Council saw it a necessity <br /> for the South Bend Human Right's Commission to go outside its City-owned property and lease <br /> property at 319 N.Niles Street. That property and that office space was specifically designed with <br /> the Commission's needs in mind. It is located near downtown, near a bus stop and has ample <br /> parking. It is fully ADA accessible and, as the Human Right's Commission,that is very important. <br /> The Human Rights Commission has many customers and clients whose needs require ADA <br /> accessibility. It is a wonderful space and the City has reviewed available buildings again and none <br /> of them fit the needs of the Human Rights Commission. We ask at this time that the Council,again, <br /> find need to continue the lease. It will be a five (5) year lease with a six (6) month option in case <br /> property becomes available in the City after 2019. The rent is comparable,reasonable and fair and <br /> we ask the Council reaffirms and continues the lease at this property. <br /> This being the time heretofore set for the Public Hearing on the above bill, proponents and <br /> opponents were given an opportunity to be heard. <br /> Samuel Brown, 222 East Navarre Street, South Bend, IN, stated, I am a Human Rights <br /> Commission officer for the City of South Bend. Aladean said it better than I could possibly say it. <br /> I would like for this to be passed. It is a beautiful, safe and clean place. The clients come in to the <br /> Commission on matters that affect their lives. I urge you to pass this. <br /> Councilmember Gavin Ferlic made a motion to adopt Bill No. 18-35. Councilmember Oliver Davis <br /> seconded this motion which carried by a roll call vote of nine(9) ayes. <br /> BILLS ON FIRST READING <br /> BILL NO. <br /> 33-18 FIRST READING ON AN ORDINANCE OF THE <br /> COMMON COUNCIL OF THE CITY OF SOUTH <br /> BEND, INDIANA, AMENDING THE ZONING <br /> ORDINANCE AND ESTABLISHING HISTORIC <br /> LANDMARKS STATUS FOR THE STRUCTURE <br /> AND REAL PROPERTY KNOWN AS THE <br /> CIVIL RIGHTS HERITAGE CENTER <br /> FORMERLY THE ENGMAN NATATORIUM, <br /> AND LOCATED AT 1040 WEST WASHINGTON <br /> STREET, IN THE CITY OF SOUTH BEND, <br /> INDIANA <br /> Councilmember John Voorde made a motion to send Bill No. 33-18 to the Zoning and Annexation <br /> Committee and set it for Second Reading and Public Hearing on August 13", 2018. <br /> Councilmember Karen White seconded the motion which carried by a voice vote of nine (9) ayes. <br /> UNFINISHED BUSINESS <br /> BILL NO. <br /> 18-34 A RESOLUTION OF THE COMMON COUNCIL <br /> OF THE CITY OF SOUTH BEND, INDIANA, <br /> APPROVING A PETITION OF THE AREA <br /> BOARD OF ZONING APPEALS FOR THE <br /> PROPERTY LOCATED AT 719 AND 721 W. <br /> REX STREET <br /> 13 <br />
