We keep this staff busy and out <br />in direct contact with neighbors. <br />The Building Department reports that <br />constn~.ction started on 147 new homes, worth <br />$20,000,000, in 2004 -this is a 5% increase from <br />2003. These homes were built in existing <br />neighborhoods and in new subdivisions. It is the <br />ninth consecutive year with greater than 100 new <br />home starts and totals over 1100 new homes <br />during my tem~re. This was also our fourth <br />__ consecutive year with greater than $100,000,000 <br />in total building construction. The new Zoning Ordinance should be a great tool for <br />development. It is more user friendly and includes zoning districts and architectural features, <br />landscape standards, signage requirements, and lighting requirements for softer impact. Some <br />fine tuning may be needed, but it is a great improvement over the previous one. The Legal <br />Department, Building Department and Area Plan Commission spent significant time developing <br />this ordinance with good input from builders and developers. I appreciate the Council's <br />thorough review and passage of this important tool. <br />Parks & Recreation <br />This has been a year of partnerships for Parks & Recreation, allowing us to accomplish <br />more with limited resources. Our partnership with South Bend Heritage Foundation brought new <br />play equipment and a picnic pavilion to Coquillard Park. We will add walking paths and a spray <br />P~Yground in 2005. Our partnership with _ - _ ~ t^ Y- _ <br />Rotary will create a new "Friendship Station" .~ ~ ~ - ~ , ~~ { <br />play structure at Belleville Park. This is South <br />Bend Rotary's Centennial project.
