South Bend Redevelopment Commission <br /> Regular Meeting—September 13, 2011 <br /> 6. NEW BUSINESS (CONT.) <br /> C. Airport Economic Development Area <br /> (1) continued... <br /> emphasize project-based learning for all <br /> grades and will emphasize vocational <br /> education for the higher grades. The school <br /> will share equipment and instructors now <br /> used for the adult education programs of the <br /> Apprentice Academy. Courses will include <br /> precision metalworking, welding, plumbing, <br /> auto mechanics, appliance repair, heating and <br /> ventilating, advanced manufacturing, <br /> entrepreneurship, information technology, <br /> retail/business management, business ethics, <br /> nursing and phlebotomy. <br /> This school is housed in a formerly vacant <br /> 100,000 square foot facility and will provide <br /> another choice for quality education in South <br /> Bend. <br /> Mr. Hartz and Mr. Garatoni were present and <br /> available for questions. <br /> Ms. King asked under what circumstances <br /> the Commission decides to do a bond issue. <br /> Mr. Inks responded that the city has used it <br /> on a number of projects. The law allows <br /> payment through a bond issue but not <br /> payment directly to a school. There have <br /> been similar situations with public <br /> improvements where we have bonded to <br /> repay the city for improvements it made. We <br /> may not do this directly, but we can <br /> reimburse the city for public improvements. <br /> Ms. King asked if that is because it is a <br /> public school. She noted that in the case of <br /> Ivy Tech the Commission just utilized the <br /> 15 <br />
