applicant has been convicted of any felony or any crime <br /> against a person within twenty (20) years before the date of <br /> the application, or if the applicant has been convicted of a <br /> misdemeanor or of any crime or infraction involving <br /> dishonesty, driving while intoxicated or under the influence <br /> of alcohol or intoxicants, or driving with a suspended <br /> license within ten (10) years before the date of the <br /> application or is currently on parole or probation under the <br /> Criminal Justice System of the United States or of any <br /> state. A report of the investigation and the recommendation <br /> of the Police Department,— shall be attached to the <br /> application for the consideration of the Controller. Any <br /> applicant who has a valid license as of the effective date <br /> of this ordinance shall be deemed to have met the <br /> requirements for a favorable Police Department <br /> recommendation as of that date. <br /> (2) The Controller shall consider the recommendation of the <br /> Police Department and all information provided relevant to <br /> the application in determining whether the application <br /> should be granted. <br /> (hh) Same issuance; denial : <br /> (1) If the Controller finds that the applicant for a <br /> company license is fit, willing and able to perform such <br /> public transportation and to conform to the provisions of <br /> this section and the rules promulgated by the Controller, <br /> the Controller shall issue a company license to the <br /> applicant ,stating: <br /> a . The name and address of the applicant . <br /> b. The number of veh±c±es taxicabs authorized under <br /> such certificate . <br /> C. The date of issuance . <br /> (2) If a company does not qualify for a license under the <br /> terms of this section, the application shall be denied.
