provided in this chapter. <br /> (3) Any taxicab company or ' taxicab driver that refuses to <br /> accept a call anywhere in the corporate limits of the City <br /> at any time when such company or driver has available <br /> taxicabs, or who fails. or refuses to give overall taxicab <br /> service, shall be deemed a violator of this section. The <br /> license granted to such violator shy may be revoked or <br /> suspended, or the violator may receive a citation pursuant <br /> to the provisions of section 4-16 . However, any taxicab <br /> driver or company shall have the right to refuse service to <br /> a drunk or disorderly person, or to a person who has <br /> previously refused to pay the legal fare, or to a person who <br /> has threatened or menaced the taxicab driver. Any taxicab <br /> company shall also have the right to make reasonable <br /> policies and rules for the safety of its drivers and <br /> passengers, so long as it does not engage in illegal <br /> discrimination or refuse to render overall service . <br /> (4) All companies shall register, maintain, license and <br /> insure at least six (6) taxicabs in order to obtain taxi <br /> company licenses, and shall have in service at all times, at <br /> least two (2) taxicabs licensed under <br /> this section. <br /> (5) All companies shall list on their application and at <br /> all times have registered to drive their company taxicabs at <br /> least six (6) drivers in order to obtain company licenses,.. <br /> with at least two 2) of those drivers operating at all <br /> times . <br /> (6) If a company operating a lawful taxicab business at the <br /> time of passage of this ordinance does not have at least six <br /> (6) taxicabs in service, _ and at least six (6) company <br /> drivers as required by this section, that company shall have <br /> until January 2, 2013 to meet such requirements and to <br /> submit proof of coml2liance to the Controller. <br /> (e) Manifest required; retention. Every taxicab driver shall <br /> maintain a daily manifest upon which are recorded all trips made <br /> each day, showing time and place of origin and destination of <br /> each trip and amount of fare .
