Ability of the Applicant to finance and <br />complete the development as proposed <br />a) What impact does the LEED building <br />philosophy have on up-front construction <br />costs? <br />Written Answer: The impact LEED has <br />on up front costs depends upon what <br />elements are actually incorporated and <br />how well they are integrated from the <br />beginning of the project in the design <br />phase through construction. For example, <br />a green roof can add up to $6.00 per <br />square foot of rooftop. On the other hand, <br />because it reduces ambient temperature of <br />the building 5 to 7 degrees, the additional <br />cost can be offset by reduction in the <br />amount of HVAC expenditure. Actual <br />determination of the impact will require <br />climate modeling based on the specific <br />design elements integrated into the <br />structure. Based on other LEED projects <br />that have been completed, the impact can <br />be anywhere from 0 to 15% increase. <br />b) It appears from your proposal that all <br />financing related to the development <br />would be funds provided or borrowed by <br />27 <br />
