South Bend Redevelopment Commission <br />Regular Meeting -February 3, 2006 <br />4. COMMUNICATIONS <br />continue ... <br />We strongly believe it is essential for whatever <br />proposals are accepted, they adhere to City Plan <br />guidelines. This is a pivotal moment in our City's <br />redevelopment efforts. Over the past two years, <br />our City leaders and community members have <br />spent countless hours on developing City Plan. <br />From hearing well-known guest speakers on the <br />topic of urban planning, to reviewing City Plan <br />documents, we've found several recurring themes <br />important to our community: <br />Human scale and pedestrian-oriented <br />development; <br />1~lixed use development with retail <br />below/residential above; <br />Urban design reflects a neighborhood's distinct <br />style, identity and scale; <br />The Colfax Arts Corridor continue developing as <br />the arts district in the downtown area, complete <br />with living/working space for artists and their <br />families. <br />Therefore, we respectfully recommend the <br />following: <br />1) Discourage office-only development on prime <br />riverfront property; <br />2) The eco-urban collaborative plan is accepted <br />for the Rink site and the Holladay proposal be <br />accepted for the Wharf site, with the stipulation <br />that the Holladay structure be redesigned to <br />reflect the architectural scale, style and "green " <br />sensibility of the eco-urban collaborative. <br />In the words of the collaborative, "South Bend <br />can be poised to be the heartland hub of <br />environmental and economic development. " <br />17 <br />
