South Bend Redevelopment Commission <br />Regular Meeting— September 28, 2001 <br />6. NEW BUSINESS (CONT.) <br />bb. Commission approval requested for <br />appointment of three members to the <br />Development Design Review Committee. <br />Mr. Rock explained that the South Bend Municipal <br />Code designates three design review areas: the <br />Studebaker Corridor Development Area, the South <br />Bend Central Developpment Area and the Airport <br />Economic Development Area. The Municipal Code <br />designates the Assistant Building Commissioner as <br />the Development Design Administrator for <br />purposes of carrying out development design review <br />as contemplated herein. The code also stipulates <br />that the Commission must set up a Development <br />Design Review Committee to act as an appeals <br />board for decisions made by the Development <br />Design Administrator. Several recent decisions by <br />the administrator have been appealed to the <br />Redevelopment Commission because the review <br />committee has not been established. <br />The Municipal Code stipulates that the committee <br />be composed of nine members, four of whom would <br />hold positions based on offices or positions they <br />hold: the City Engineer, Building Commissioner, <br />Director of the Area Plan Commission, and Director <br />of the Division of Redevelopment. The other five <br />members are to be appointed by the Redevelopment <br />Commission <br />Mr. Rock noted that he had contacted three people <br />who were willing to accept appointments to the <br />Development Design Review Committee: John <br />Devereaux, with Project Future, Patrick Brown, <br />with Sightscapes Inc., and William Panzica, with <br />The Panzica Group. <br />Mr. Rock explained that the appointments are two - <br />year appointments. However, the current Design <br />Review Guidelines and process are being reviewed <br />and will likely be amended. It is possible that the <br />new guidelines will alter the authority of this <br />21 <br />
