Other <br />(1) Filing of Resolution No. 1928 ratifying <br />and confirming Resolution No. 1914, <br />designating the South Side Development <br />Area, declaring the South Side <br />Development Area to be blighted, <br />approving a development plan and <br />conditions under which relocation <br />payments will be made, and establishing <br />an allocation area for purposes of tax <br />incremental financing and setting a public <br />hearing for Friday, December 20, 2002 at <br />10:00 a.m. <br />Mr. Inks advised that Resolution No. 1928 <br />was on the agenda for filing purposes only <br />and to set a public hearing for Friday, <br />December 20, 2002 at 10:00 a.m. <br />Ms. Greene explained to the Commission <br />that when a new development area is <br />declared, as with the South Side <br />Development Area, the first step is a <br />declaratory resolution by the Commission <br />which states "this is the area designated to <br />be the SSDA, and it is designated as <br />blighted." The declaratory resolution also <br />sets the allocation area and provides for <br />relocation payments. That declaratory <br />resolution then goes to the Area Plan <br />Commission along with the development <br />plan for the development area.
