In addition, many <br />other buildings on the corridor were <br />originally built as single family structures. <br />Although fewer in number, the corridor does <br />suffer from the presence of substandard <br />buildings. These buildings have been in <br />continued neglect and their outward <br />appearance has led to further the negative <br />opinions of the corridor, further distancing <br />the opportunities associated with existing <br />within a competitive market. <br />Despite all of the undesirable facets of the <br />corridor detailed above, there are a number <br />of positive factors and assets in place that <br />could facilitate an economic turnaround. The <br />corridor is adjacent to several citywide <br />institutions, including: Indiana University <br />South Bend, Potawatomi Park and Zoo, <br />Adams High School, South Bend Farmer's <br />Market, and Nuner Primary Center /Athletic <br />Field. There are also several long time <br />businesses that have stabilized the corridor's <br />business environment throughout this <br />transitional period. Finally, the City of South <br />Bend has assisted the corridor by providing <br />the funding necessary to add infrastructure <br />improvement and enhance beautification <br />efforts for nearly a decade. <br />It is the opinion of staff that establishing the <br />corridor as an urban renewal area will benefit <br />the corridor. More specifically, such action <br />would allow the Commission to actively plan <br />59 <br />
