Persannei ar~d Finance Standing Committee <br />2©07 South Bend Common Cauncil <br />The August 13, 2007 meeting of the Personnel and Finance Committee of the South Bend <br />Common Council was called to order by its Chairperson, Council Member Charlotte D. <br />Pfeifer at 3:36 p.m the Council's Informal Meeting Room, <br />Persons in attendance included Council Members Dieter, Puzzello, Pfeifer, Varner, Rouse, <br />Kuspa, Kelly, and Kirsits; J. Edward Talley, Martha Lewis, Jamie Loo of the South Bend <br />Tribune and Kathleen Cekanski-Farrand, Council Attorney. <br />Council Member Pfeifer noted that the Committee Members include Council Members <br />Kuspa, Kirsits, Varner and herself. <br />Bill No. 45-07 Pro osed 2008 Sala Ordinance for SBCC Council Members <br />Council President Rouse made the formal presentation. He read the July 13, 2007 cover <br />letter to Bill No. 45-07 into the record (copy attached) <br />Dr. Varner noted that any proposed increase should only take effect if there are in fact <br />increases for the non-bargaining city employees. He noted that last year the non- <br />bargaining employees did not receive a base salary increase, with the City Administration <br />recommending and the Council approving a supplemental pay only which was not <br />attributable to the base. <br />Council President Rouse noted that there is precedent for Council Members not to take a <br />wage increase. Individual Council Members would need to contact the Human Resources <br />Office in the Department of Administration and Finance, if helshe would elect to forego any <br />salary increase. This would have to be done at Ieast thirty (30) days before the first of the <br />year. <br />Council Member White stated that she is not in favor of a salary increase for the Council <br />Members. <br />Council Member Kirsits stated that he too wauld be against an increase for Council <br />Members, stating that the Council should set an example. <br />Council Members Kuspa and Pfeifer agreed with Council Members White and Kirsiis. <br />Council Member Pfeifer Hated that although it would not affect her, she could not support <br />an increase. <br />There was no public comment in favor or in opposition to the Bill. <br />
