~;:,,. <br />~~#~ : ' Public Works and Property Vacation Committee <br />2007 South Bend Common Council <br />The April 9, 2007 meeting of the Public Works and Property Vacation Committee of the <br />South Bend Common Council was called to order by its Chairperson, Counci[ Member <br />David Varner at 3:13 p.m. in the Council's Informal Meeting Roam. <br />Persons in attendance included Council Members Kelly, Varner, Pfeifer, Kirsits, White, <br />and Puzzello; Citizen Member J. Edward Talley, Public Works Director Gary Gilot, City <br />Engineer Carl Littrell, Building Commissioner Don Fozo, Michael Danch, Mrs. Kopola, <br />Jamie Loo of the Soufh Bend Tribune and Kathleen Cekanski-Farrand, Council <br />Attorney. <br />Dr. Varner noted that the Committee members include Council Members Pfeifer, Dieter, <br />Kelly and himself; along with J. Edward Talley as the Citizen Member. <br />LED Update: <br />Dr. Varner called for an update from Public Works Director Gary Gilot on the LED <br />Project. <br />Council Member Puzzello noted that she provided an brief email update to the Council <br />on this topic (copy attached). <br />Public Works Director Gary Gilot then reviewed a handout entitled "Summary of <br />Respondents to the Guaranteed Energy Savings Contract for Traffic Signal <br />Improvements" (copy attached). He summarized the information submitted from: <br />ESG {Energy Systems Group <br />JCI (Johnson Controls Incorporated <br />Mr. Gilot stated that a team has been assembled which includes representatives from <br />the Board of Public Works, Traffic and Lighting and the Council. They have met and are <br />also working with a Notre Dame class. Members. <br />Approximately thirty (30) notices were sent out which included all entities listed with the <br />State of Indiana. Interviews with the two (2) companies who have submitted information <br />will take place on April 10, 2007. A Project Manager will use a scoring matrix which will <br />be given to the Council. The best proposal will be recommended. Monthly updates will <br />be given to the Council. A notebook is being assembled containing information which <br />the Council could review. Negotiations may address the proposed scope of the work, <br />public safety add-ons, system related upgrades; up to 15% far unrelated permitted work <br />permitted under state statutes or savings to the taxpayers. <br />
