Councilmember Varner made a motion to refer this bill to the <br />Area Plan Commission. Councilmember Kelly made a motion to refer this bill to the <br />Personnel & Finance Committee and set it for Public Hearing and Third Reading on <br />November 28, 2005. Councilmember Dieter seconded the motion which carried by a <br />voice vote of eight (8) ayes. <br />BILL NO. 89-05 FIRST READING ON A BILL OF THE <br /> COMMON COUNCIL OF THE CITY OF SOUTH <br /> BEND TRANSFERRING MONIES FROM <br /> VARIOUS ACCOUNTS TO VARIOUS <br /> ACCOUNTS WITHIN DEPARTMENTS WITHIN <br /> THE VARIOUS FUNDS OF THE CITY OF <br /> SOUTH BEND, INDIANA, FOR THE YEAR 2005 <br />This bill had first reading. Councilmember Kelly made a motion to refer this bill to the <br />Personnel & Finance Committee and set it for Public Hearing and Third Reading on <br />November 28, 2005. Councilmember Kuspa seconded the motion which carried by a <br />voice vote of eight (8) ayes. <br />UNFINISHED BUSINESS <br />There was no unfinished business to come before the Council at this time. <br />NEW BUSINESS <br />th <br />Councilmember Tim Rouse advised that he had attended the 7 Annual African- <br />thth <br />American Male National Conference that was held October 26 through the 28, 2005 at <br />the Hilton Hotel, Indianapolis, Indiana. Councilmember Rouse stated that the African- <br />American Male National Conference is committed to the stability and continuing growth <br />of the African-America family. This national conference will play an integral role in <br />assuring that every African-American male has the opportunity to reclaim his role in <br />strengthening the African-American family and community. This year’s conference will <br />focus on Education vs. Incarceration, issues relating to Black males enrollment in high <br />education versus Department of Corrections incarceration. They explored education and <br />correction statistics, drop out/suspension rates, recidivism and other concerns that affect <br />Black males. Councilmember Rouse stated that the Conference was well attended and <br />very informational. <br />38 <br /> <br />
