REGULAR MEETINGNOVEMBER 14, 2005 <br />Councilmember Dieter made a motion to hear the substitute version of this bill. <br />Councilmember Kuspa seconded the motion which carried by a voice vote of eight (8) <br />ayes. <br />Councilmember Ann Puzzello, Chairperson, Community and Economic Development <br />Committee, reported that this committee held a Public Hearing on this substituted bill this <br />afternoon and voted to send it to the full Council with a favorable recommendation. <br />Ms. Beth Leonard, Director, Financial & Program Management, Community & <br />th <br />Economic Development, 12 Floor County-City Building, 227 W. Jefferson Boulevard, <br />South Bend, Indiana, made the presentation for this bill. <br />Ms. Leonard advised that this bill would pledge the use of County Option Income Tax <br />dollars as backup repayment for the 11.98M Section 108 loan received by the City from <br />the U.S. Department of Housing & Urban Development. The anticipated use of sale <br />proceeds from the Studebaker/Oliver area, Community Revitalization & Enhancement <br />District (“CRED”), and Sample Ewing Development Area (“SEDA” TIF) to be the actual <br />sources of repayment in the early years, but will use COIT if needed, in the later years. <br />This being the time heretofore set for the Public Hearing on the above bill, proponents <br />and opponents were given an opportunity to be heard. <br />There being no one present wishing to speak to the Council either in favor of or in <br />opposition to this bill, Councilmember Puzzello made a motion for favorable <br />recommendation to full Council concerning this bill as substituted.
