REGULAR MEETINGOCTOBER 10, 2005 th Approved and signed by me on the 11 day of October, 2005 at 9:30 o’clock a.m. s/Stephen J. Luecke Mayor, City of South Bend, Indiana Councilmember Ann Puzzello, Chairperson, Community and Economic Development Committee, reported that this committee held a Public Hearing on this bill this afternoon and voted to send it to the full Council with a favorable recommendation. Ms. Pam Meyer, Director, Community Development, 224 W. Jefferson Blvd., South Bend, Indiana, made the presentation for this bill. Ms. Meyer advised that this bill is being presented on behalf of the Urban Enterprise Association of South Bend, Inc. (UEA). The resolution will meet the requirement of Indiana House Enrolled Act 1120 (Public Law 214-2005) which requires the governing bodies of all existing Zone communities to recommend either continuing existence, or termination, of their Enterprise Zone programs. This requirement has a deadline of December 31, 2005. The previous Council resolution, adopted in October 2003 approving a plan and requesting a new 10-year designation from the State was approved, and South Bend is designated for the period of 2004-2013. This new resolution is still required to supplement the statement of support. Upon passage, a copy will be provided to the Indiana Economic Development Corporation, the State entity managing the Zone program. A Public Hearing was held on the Resolution at this time. There being no one present wishing to speak to the Council either in favor of or in opposition to this Resolution, Councilmember Varner made a motion to adopt this Resolution. Councilmember Kelly seconded the motion which carried and the Resolution was adopted by a roll call vote of seven (7) ayes. BILLS – FIRST READING BILL NO. 72-05 FIRST READING ON A BILL OF THE COMMON COUNCIL OF THE CITY OF SOUTH BEND, INDIANA AMENDING CHAPTER 17, ARTICLE 2, DIVISION 4, SECTIONS 17-20, 17- 21, 17-23 AND 17-25 OF THE SOUTH BEND MUNICIPAL CODE TO ADJUST REGULAR SEWAGE RATES AND HEAVY DEMAND SURCHARGE RATES AND TO CLARIFY OTHER CODE PROVISIONS This bill had first reading. Councilmember Puzzello made a motion to refer this bill to the Utilities Committee and set it for Second Reading & Public Hearing on November 14, 2005 and Third Reading on November 28, 2005. Councilmember Varner seconded the motion which carried by a voice vote of seven (7) ayes.
