REGULAR MEETINGSEPTEMBER 26, 2005 <br />Councilmember White made a motion to reset this bill for Public Hearing and Third <br />Reading on October 24, 2005, and refer to the Health and Public Safety Committee. <br />Councilmember Dieter seconded the motion which carried by a voice vote of eight (8) <br />ayes. <br />BILL NO. 43-05 AN ORDINANCE OF THE COMMON COUNCIL OF <br /> THE CITY OF SOUTH BEND, INDIANA, ANNEXING <br /> TO AND BRINGING WITHIN THE CITY LIMITS OF <br /> SOUTH BEND, INDIANA, AND AMENDING THE <br /> ZONING ORDINANCE FOR CERTAIN PROPERTY <br /> LOCATED AT 56969 ORANGE ROAD, AND <br /> ADJACENT PROPERTY, WAGGONER’S DAIRY <br /> FARM INC., PHASE II COUNCILMANIC DISTRICT <br /> NO. 1, GERMAN TOWNSHIP, CITY OF SOUTH BEND, <br /> INDIANA <br />Councilmember Puzzello made a motion to reset this bill for Public Hearing and Third <br />Reading on October 24, 2005, and refer to the Zoning and Annexation Committee. <br />Councilmember Dieter seconded the motion which carried by a voice vote of eight (8) <br />ayes. <br />NEW BUSINESS <br />PRIVILEGE OF THE FLOOR <br />Council Reports: <br />Councilmember Timothy A. Rouse, At-Large, advised that on September 14, 2005 he <br />attended a 7:30 a.m. Board meeting for DTSB. Mr. Chip Lewis the Board Chairman was <br />out of the city as was Director Laura Guy.An associate opened the meeting at 7:35 a.m. <br />the Financial report reflected a solvent organization with a balance of $36,667.90 in the <br />operating budget. The director submitted a written report, 3 DTSB communicated with <br />Marathon Oil Company concerning the Gas Station at LaFayette and LaSalle Streets <br />known as “Always Open” the corporate responded very quickly and South Bend Police <br />th <br />have not been called there since July 5. This was shared to show the possible results <br />when a corporate office acts on problem subsidiaries. There has been a considerable <br />amount of marketing and promotional initiatives aimed at increasing business in <br />downtown South Bend. The Studebaker Museum has opened since the 9/14 meeting and <br />there were several events promoting this historical grand opening. City Engineer Gary <br />Gilot, reported that Transpo and the City have received a Federal grant for $900,000.00 <br />to increase the artistic appearance Transpo parking lot and if there are enough funds <br />available the via docks on Michigan and Main streets will be beautified. The facade <br />grant program is moving forward and has already committeed $75,000.00 of the <br />$125,000.00 available for the 2006 facade program. The old IBM building, which will be <br />the new home of the SBCSC, is scheduled to open in July of 2006, the project is on <br />schedule. The meeting was adjourned at 8:45 a.m. On September 19, 2005, <br />Councilmember Rouse advised that he attended a Solid Waste Management District <br />Board meeting scheduled for 10:00 a.m. Chairman Randy Przybysz called the meeting to <br />order at 10:15 a.m. Board members in attendance were Randy Przybysz, Timothy Rouse, <br />th <br />Mark Dobson and Cindy Bodle, one short of a quorum. By state law September 19 was <br />the last day the board could pass the proposed budget for 2006. The director Mark <br />Mehall stated that appropriations would have to be applied after the first of January 2006. <br />County Auditor Michael Eby gave a finance report for information only no motion was <br />presented. The meeting ended with a statement from Chairman Przybysz concerning the <br />inability to attain a quorum for the last several meetings. The meeting was adjourned at <br />10:45 a.m. September 20, 2005, Councilmember Rouse advised that he attended the <br />LaSalle Neighborhood Association meeting at the Charles Black Center. Councilmember <br />Charlotte Pfeifer had to be out of the City and asked for At-large Councilmembers to <br />cover for her.
