REGULAR MEETINGSEPTEMBER 12, 2005 DEFRAYING THE EXPENSES OF THE DESIGNATED ENTERPRISE FUNDS OF THE CITY OF SOUTH BEND, INDIANA, FOR THE FISCAL YEAR BEGINNING JANUARY 1, 2006 AND ENDING DECEMBER 31, 2006, INCLUDING ALL OUTSTANDING CLAIMS AND OBLIGATIONS, AND FIXING A TIME WHEN THE SAME SHALL TAKE EFFECT Councilmember Puzzello made a motion to combine Bill’s 52-05; 53-05 and 54-05 for purposes of Public Hearing. Councilmember White seconded the motion which carried by a voice vote of nine (9) ayes. Councilmember Kelly, Chairperson, Personnel & Finance Committee, reported that this committee held a Public Hearing on these bills this afternoon and voted to send them to the full Council with a favorable recommendation. Mayor Stephen J. Luecke, 1400 County-City Building, South Bend, Indiana, made the presentation for these bills. Mayor Luecke stated Ms. Catherine Fannello, City Controller, 1400 County-City Building, South Bend, Indiana gave the power point presentation a copy of which is on file in the Office of the City Clerk. Councilmember Puzzello made a motion to continue Bill 52-05 in the Council Portion Only until the September 26, 2005 meeting of the Council. Councilmember Dieter seconded the motion which carried by a voice vote of nine (9) ayes. Councilmember Varner made a motion to continue Bill 53-05 in the Council Portion Only until the September 26, 2005 meeting of the Council. Councilmember Dieter seconded the motion which carried by a voice vote of nine (9) ayes. Councilmember Puzzello made a motion to continue Bill 54-05 in the Council Portion Only until the September 26, 2005 meeting of the Council. Councilmember Dieter seconded the motion which carried by a voice vote of nine (9) ayes. BILL NO. 55-05 PUBLIC HEARING ON A BILL FIXING MAXIMUM SALARIES AND WAGES OF APPOINTED OFFICERS AND NON-BARGAINING EMPLOYEES OF THE CITY OF SOUTH BEND, INDIANA, FOR THE CALENDAR YEAR 2006 Councilmember Kelly made a motion to consider the substitute version of this bill. Councilmember Dieter seconded the motion which carried by a voice vote of nine (9) ayes. Councilmember Kelly, Chairperson, Personnel & Finance Committee, reported that this Committee met held a Public Hearing on this bill this afternoon and voted to send it to the full Council as substituted by updating section 2, (d) with the true monthly expenditures for insurance and as amended by deleting the phrase or other key employee having specialized expertise in Section II (g) with a favorable recommendation. Councilmember Varner made a motion to amend the substitute bill. Councilmember Rouse seconded the motion, which carried by a voice vote of nine (9) ayes Catherine Fanello, City Controller, 1400 County-City Building, South Bend, Indiana made the presentation for this bill. 8
