REGULAR MEETINGAUGUST 8, 2005 <br />This bill had first reading. Councilmember Varner made a motion to refer this bill to the <br />Personnel & Finance Committee and set it for Public Hearing and Third Reading on <br />August 22, 2005. Councilmember White seconded the motion which carried by a voice <br />vote of nine (9) ayes. <br />BILL NO. 47-05 FIRST READING ON A BILL OF THE <br /> COMMON COUNCIL OF THE CITY OF SOUTH <br /> BEND, INDIANA, AMENDING CHAPTER 21 <br /> OF THE SOUTH BEND MUNICIPAL CODE <br /> ARTICLE 2, RESIDENTIAL DISTRICTS, TO <br /> ALLOW TEMPORARY SALES OFFICES FOR <br /> RESIDENTIAL SUBDIVISIONS; TO ADD USES <br /> TO THE MF1 URBAN CORRIDOR <br /> MULTIFAMILY, MF2 HIGH DENSITY <br /> RESIDENTIAL, MU MIXED USE, LB LOCAL <br /> BUSINESS; CB COMMUNITY BUSINESS, CBD <br /> CENTRAL BUSINESS DISTRICT, GB <br /> GENERAL BUSINESS, LI LIGHT INDUSTRIAL <br /> AND GI GENERAL INDUSTRIAL DISTRICTS; <br /> CLARIFY FENCING REGULATIONS IN THE U <br /> UNIVERSITY DISTRICT; CLARIFY <br /> LANDSCAPING REQUIREMENTS; MODIFY <br /> THE DEFINITION OF SPECIAL EVENTS; AND <br /> CLARIFY THE DISPLAY OF POLITICAL <br /> SIGNS <br />This bill had first reading. Councilmember Puzzello made a motion to refer this bill to <br />the Area Plan Commission. Councilmember Varner seconded the motion which carried <br />by a voice vote of nine (9) ayes. <br />UNFINISHED BUSINESS <br />There was no unfinished business to come before the Council at this time. <br />NEW BUSINESS <br />Council President Pfeifer stated that at the August 22, 2005 meeting of the Council, she <br />would announce vacancies on the various boards and commissions that the Council <br />makes those appointments. She stated that anyone interested in applying could send a <br />letter to the City Clerk’s Office. Council President Pfeifer also advised that the Council <br />is seeking Citizen Member’s to apply for positions on the various Standing Committees <br />that the Council chairs. Anyone interested in applying for the Standing Committees can <br />pick up the application forms in the City Clerk’s Office. <br />Councilmember Puzzello suggested that appointments be made under the Special <br />Business Portion of the agenda. <br />Councilmember Rouse stated that he is the Council representative on the Waste <br />Management Board. He is pleased to report that Mark Mehall, Director of Waste <br />Management is preparing the 2006 Budget and that they are right on track with keeping <br />within their budget. <br />PRIVILEGE OF THE FLOOR <br />COMMENTS CONCERNING THE CATHOLIC WORKER HOME ON W. <br />WASHINGTON STREET <br />Ms. Mannix, 724 W. Washington Street, South Bend, Indiana, informed the Council that <br />the Catholic Worker House located on West Washington Street is an unstructured <br />environment with frequent changes in people staying there. The people are panhandling <br />21 <br /> <br />
