REGULAR MEETINGJUNE 27, 2005 <br />PUBLIC HEARINGS <br />BILL NO. 32-05 PUBLIC HEARING ON A BILL OF THE <br /> COMMON COUNCIL OF THE CITY OF SOUTH <br /> BEND, INDIANA, AMENDING CHAPTER 16, <br /> ARTICLE 2, SECTIONS 16-6 AND 16-8 OF THE <br /> SOUTH BEND MUNICIPAL CODE TO <br /> PROVIDE FOR LEASE OF REFUSE <br /> CONTAINERS FROM THE CITY, <br /> ADJUSTMENTS TO RATES, AND <br /> PROCEDURES FOR USE OF REFUSE <br /> CONTAINERS <br />Councilmember Al “Buddy” Kirsits, Chairperson, Utilities Committee, reported that this <br />committee held a public hearing this afternoon and sends it to the full Council with a <br />favorable recommendation. <br />Councilmember Al “Buddy” Kirsits, Chairperson, Utilities Committee, reported that this <br />committee held a Public Hearing on this bill this afternoon and voted to send it to the full <br />Council with a favorable recommendation. <br />Mr. John Dillion, Director, Environmental Services, 3113 Riverside Drive, South Bend, <br />Indiana made the presentation for this bill. <br />Mr. Dillion stated that this bill is an amendment to Chapter 16 of the Municipal Code, <br />specifically Solid Waste fees and rules regarding containers.This bill is not asking for a <br />change in base rates, but is asking for the approval of a $5.00 per month fee for each <br />extra container provided to a customer. In addition, there is a “new start” fee of $10.00 <br />for new customers beginning with the enactment of this ordinance. These new fees will <br />help to defer the cost of the containers and rebuild reserves. The biggest change is that <br />this bill requires all trash to be placed in a container provided by the City. This should <br />encourage recycling and reduce litter. <br />This being the time heretofore set for the Public Hearing on the above bill, proponents <br />and opponents were given an opportunity to be heard. <br />There being no one present wishing to speak to the Council either in favor of or in <br />opposition to this bill, Councilmember Varner made a motion for favorable <br />recommendation to full Council concerning this bill. Councilmember Dieter seconded <br />the motion which carried by a voice vote of nine (9) ayes. <br />BILL NO. 38-05 PUBLIC HEARING ON A BILL OF THE <br /> COMMON COUNCIL OF THE CITY OF SOUTH <br /> BEND, INDIANA APPROPRIATING AN <br /> ADDITIONAL $679,400 FROM PARKS AND <br /> RECREATION FUND #201 FOR CAPITAL <br /> EXPENDITURES DUE TO DELAY IN RECEIPT <br /> OF 2004 TAX REVENUES <br />Councilmember Dieter, Chairperson, Parcs Committee, reported that this committee held <br />a Public Hearing on this bill this afternoon and voted to send it to the full Council with a <br />favorable recommendation. <br />4 <br /> <br />
