REGULAR MEETINGMARCH 14, 2005 <br />Councilmember Kirsits, Chairperson, Utilities Committee reported that this Committee <br />held a Public Hearing on this bill this afternoon and voted to send it to the full Council <br />with a favorable recommendation. <br />Mr. Jack Dillon, Ph.D., Director, Division of Environmental Services, 3113 Riverside <br />Drive, South Bend, Indiana, made the presentation for this bill. <br />Mr. Dillon advised that this ordinance relates to fees charges for the loading and delivery <br />of materials prepared at the City’s Organic Resource Facility. The ordinance would raise <br />fees for the loading of more than 2 cubic yards of material, but leaves fees for smaller <br />amounts unchanged. These changes should not affect the opportunity for residents of the <br />City to recycle these materials in their gardens and lawns. <br />This being the time heretofore set for the Pubic Hearing on the above bill, proponents and <br />opponents were given an opportunity to be heard. <br />There being no one present wishing to speak to the Council either in favor of or in <br />opposition to this bill, Councilmember Puzzello made a motion for favorable <br />recommendation to full Council concerning this bill as substituted. Councilmember <br />Dieter seconded the motion which carried by a voice vote of nine (9) ayes. <br />BILL NO. 15-05 PUBLIC HEARING ON A BILL OF THE <br /> COMMON COUNCIL OF THE CITY OF SOUTH <br /> BEND, INDIANA, AMENDING CHAPTER 17, <br /> ARTICLE 6, SECTION 17-49 OF THE <br /> MUNICIPAL CODE TO INCREASE WATER <br /> SERVICE FUND CHARGES <br />Councilmember Kirsits, Chairperson, Utilities Committee reported that this Committee <br />held a meeting this afternoon and it was the consensus of the committee to send this bill <br />to the Council with a favorable recommendation. <br />Andrew Wierzbicki, South Bend Water Works, 204 N. Main Street, South Bend, Indiana, <br />made the presentation for this bill. <br />Mr. Wierzbicki advised that due to the aging of the system and the increase in the number <br />of service line leaks, we find it necessary to request an increase of the leak insurance <br />fund. The present charge of $1.50 per month would increase .37 cents to $1.87, and an <br />additional .13 cents in the year 2006. <br />This being the time heretofore set for the Pubic Hearing on the above bill, proponents and <br />opponents were given an opportunity to be heard. <br />There being no one present wishing to speak to the Council either in favor of or in <br />opposition to this bill, Councilmember Varner made a motion for favorable <br />recommendation to full Council concerning this bill as substituted.
