REGULAR MEETINGNOVEMBER 27, 2006 <br />meantime the residences need to meet with the Commissioners, it was the County’s <br />problem 60 years ago and it is still their issue today. <br />Councilmember Kirsits, offered additional comments concerning the Planned Unit <br />Development (PUD), and how there is a growing need for this kind of living <br />development with all of the accommodations and amenities that the City of South Bend <br />has to offer. <br />Council President Rouse stated that Mr. Troyer is a long time, reputable architectural <br />firm in the City of South Bend. Mr. Troyer along with City Engineer Gary Gilot stated <br />that there is technology available today to help with the drainage issues; there are check <br />values that would help with this situation along with raising the level of the basin to <br />eliminate flooding in this area. Council President Rouse stated that he is in favor of this <br />bill and will be supporting it. <br />Councilmember Dieter made a motion for favorable recommendation to full Council <br />concerning this bill, and set this bill for third reading on December 11, 2006. <br />Councilmember Puzzello seconded the motion which carried by a vice vote of nine (9) <br />ayes. <br />BILL NO. 80-06 PUBLIC HEARING ON A BILL TO VACATE <br /> THE FOLLOWING DESCRIBED PROPERTY: <br /> THE STREET TO BE VACATED IS FRANCES <br /> STREET FROM THE NORTH RIGHT OF WAY <br /> LINE OF COLFAX AVENUE TO THE FIRST <br /> NORTH/SOUTH ALLEY NORTH OF COLFAX <br /> AVENUE FOR A DISTANCE OF 198 FEET AND <br /> A WIDTH OF 66 FEET. Councilmember Dieter seconded the motion which carried by a voice vote of <br />nine (9) ayes. <br />Councilmember Varner, Chairperson, Public Works and Property Vacation Committee, <br />reported that this committee held a meeting this afternoon and it was the consensus of the <br />committee to send Bill Nos. 80-06 and 83-06 to the full Council with a favorable <br />recommendation. <br />Mr. Paul Meyer, Executive Director, South Bend Clinic, 211 N. Eddy Street, South Bend, <br />Indiana, made the presentation for these bills. <br />Mr. Meyer advised that these bills would allow for the vacation of a portion of Frances <br />Street, between Colfax Avenue on the south and Luther Court on the North.
