REGULAR MEETING OCTOBER 23, 2006 <br />This bill had third reading. Councilmember Pfeifer made a motion to pass this bill. <br />Councilmember Puzzello seconded the motion which carried. The bill passed by a roll <br />call vote of eight (8) ayes. <br />ORDINANCE NO. 9712-06 AN ORDINANCE OF THE COMMON COUNCIL <br /> OF THE CITY OF SOUTH BEND, INDIANA, <br /> AUTHORIZING THE ISSUANCE AND SALE OF <br /> COUNTY ECONOMIC DEVELOPMENT <br /> INCOME TAX REFUNDING REVENUE BONDS <br /> OF THE CITY OF SOUTH BEND, INDIANA TO <br /> PROVIDE FUNDS FOR THE REFUNDING <br /> PRIOR TO MATURITY OF CERTAIN <br /> PREVIOUSLY ISSUED AND CURRENTLY <br /> OUTSTANDING COUNTY ECONOMIC <br /> DEVELOPMENT INCOME TAX REVENUE <br /> BONDS, TOGETHER WITH EXPENSES <br /> INCURRED IN CONNECTION THEREWITH, <br /> INCLUDING THE COSTS OF THE ISSUANCE <br /> OF THE REFUNDING BONDS <br />This bill had third reading. The bill passed by a roll call <br />vote of eight (8) ayes. <br />RESOLUTIONS <br />BILL NO. 06-107 A RESOLUTION OF THE COMMON COUNCIL <br /> OF THE CITY OF SOUTH BEND, INDIANA, <br /> APPROVING AND ADOPTING CITY PLAN, A <br /> TWENTY-YEAR COMPREHENSIVE PLAN FOR <br /> THE CITY OF SOUTH BEND <br />Councilmember White, Chairperson, Committee of the Whole, reported that this <br />committee held a Public Hearing on this bill this afternoon and the committee <br />recommends that they wanted to wait until they have the opportunity to have a full <br />presentation, which will be given at this time. Councilmember White stated that no <br />formal action was taken on this bill. <br />th <br />Mr. John Byorni, Director, Area Plan Commission, 11 Floor County-City Building, <br />Room 1140, South Bend, Indiana, presented the report from the Commission. <br />Mr. Byorni advised that on September 19, 2006, the Area Plan Commission held a public <br />hearing on City Plan and unanimously voted to adopt this plan, and further to recommend <br />its adopt to the City Council. <br />th <br />Mayor Luecke, 14 Floor County-City Building, 227 W. Jefferson Blvd., South Bend, <br />Indiana, made the presentation on City Plan. <br />Mayor Luecke advised that this is a great day. He stated that they have been working on <br />it for a long time. In running races, you have dashes, the half-mile, mile, 10k’s, <br />marathons, and ultra marathons. Mayor Luecke stated that City Plan qualifies as an Ultra <br />Marathon, there have been some great athletes involved in this, people really dedicated to <br />the community to help bring the City to this day. So there is a sense of accomplishment, <br />but there is also a sense of expectation. Expectation that this City Plan is going to help us <br />grow as a City to bring new investment into this Community to take advantage of the <br />assets that we have here, to invest in our youth, to really build on our position as a <br />regional center for arts and cultural, for education, for finance, business, employment. It <br />really began with a vision, moved through to goals in ten different areas. It completes <br />with an implementation action plan, that says that this plan is not going to sit on a shelf, <br />16 <br /> <br />
