REGULAR MEETING SEPTEMBER 11, 2006 <br /> USE OF THE STATE REVOLVING LOAN <br /> FUNDS BALANCE OF $638,682 FOR <br /> HYDRAULIC IMPROVEMENTS <br />This bill had first reading. Councilmember Puzzello made a motion to refer this bill to <br />the Utilities and Public Works and Property Vacation Committees and set it for Public <br />Hearing and Third Reading on September 25, 2006. Councilmember Varner seconded <br />the motion which carried by a voice vote of eight (8) ayes. <br />BILL NO. 61-06 FIRST READING ON A BILL OF THE CITY OF <br /> SOUTH BEND, INDIANA, COMMON COUNCIL <br /> APPROVING AND AUTHORIZING THE <br /> DOWNTOWN SOUTH BEND ECONOMIC <br /> IMPROVEMENT DISTRICT AND REGARDING <br /> CERTAIN RELATED MATTERS <br />This bill had first reading. Councilmember Kelly made a motion to refer this bill to the <br />Community and Economic Development Committee and set it for Public Hearing and <br />Third Reading on October 9, 2006. Councilmember White seconded the motion which <br />carried by a voice vote of eight ayes. <br />UNFINISHED BUSINESS <br />There was no unfinished business to come before the Council at this time. <br />NEW BUSINESS <br />MOTION TO SUSPEND THE RULES TO ADD BILL NO. 62-06 <br />BILL NO. 62-06 FIRST READING ON A BILL FIXING <br /> MAXIMUM WAGES OF TEAMSTER <br /> EMPLOYEES OF THE CITY OF SOUTH BEND, <br /> INDIANA, FOR THE CALENDAR YEAR 2007 <br />Councilmember Varner made a motion to suspend the rules for the purpose of having <br />First Reading on this bill. Councilmember Pfeifer seconded the motion which carried by <br />a roll call vote of eight (8) ayes. Additionally, Councilmember Pfeifer made a motion to <br />refer this bill to the Personnel & Finance Committee set it for Public Hearing and Third <br />Reading on September 25, 2006. Councilmember Puzzello seconded the motion which <br />carried by a voice vote of eight (8) ayes. <br />UPDATES FROM COUNCILMEMBER’S SERVING AS REPRESENTATIVES ON <br />OTHER COMMITTEES WHO HAVE MET WITHIN THE LAST TWO WEEKS <br />Councilmember Rouse stated that he is the Council representative on the Solid Waste <br />Management Board. He noted that the board passed the budget for 2007. <br />PRIVILEGE OF THE FLOOR <br />COMMENTS BY MR. ROBERT HOMER CONCERNING THE DUCKS IN LEEPER <br />PARK <br />Mr. Robert Homer, 127 N. Sheridan, South Bend, Indiana, asked who takes care of the <br />ducks in Leeper Park? Mr. Homer indicated that he walks in Leeper Park quite <br />frequently and notices that when ducks dies, it take a considerably amount of time before <br />they are picked up and disposed of. <br />This topic has been assigned to Councilmember Derek D.
